A Study On Soft Environment Of Government Electronic Procurement

Nowadays government e-procurement has been the reform direction of government e-procurement. It is decided by the advantage of government e-procurement. If we develop government e-procurement, it can improve transparency of government procurement, save time and cost. When we develop government e-procurement, we must not only construct hard environment, but also build the soft environment of government e-procurement.This paper research on soft environment of government e-procurement, defined the meaning and extension of soft environment of government e-procurement; Analyzed the actuality of soft environment of government e-procurement: the law of government e-procurement has been improved gradually, the policy of government e-procurement has been made systematically , the market of government e-procurement has been formed gradually; The paper also summarized some deformities of soft environment of government e-procurement: the law system of government e-procurement hasn't been perfect, the aim of government e-procurement was confused, the talent of government e-procurement was scant; Then the paper summarized many experience of how to develop the soft environment of government e-procurement from America, Korea, Singapore, Italy and Russia. At the end, the paper raises several suggestions: to perfect the law system which is correlate of government e-procurement, to reform the institution of government procurement, to improve the quality of service, to train the operator of government e-procurement and so on.
