Study On Government Electronic Procurement Management

With the wide development of information technology and interne, electronic procurement becomes new trend. At present, Chinese government is committing itself to improve government procurement (GP) system, and actively extend GP electronization. In this paper, based on our government electronic procurement (GEP) status quo, some developing countermeasures are brought forward, at the same time, from the angle of information system construction, studying concretely government e-procurement system conformation. Hope to be helpful and inspired for relevant staff.Firstly, purport and sense of this subject is introduced. Then domestic and overseas GP system status is analyzed.Secondly, the concept, category and theory of procurement is explained. Furthermore, it is to analyze Chinese GEP status of small scale, web net low utilization, and faultiness of information system, etc. By PEST method, it is educed that time is mature to develop GEP.Moreover, from the point of system, analyzing GEP operation process, suggesting GEP platform frame and design pattern. Especially, come out to pay attention to supplier choose and evaluation system construction. Fifthly, making actual procurement work of Wuhan Urban Construction Foreign Investment Office as example, from the angle of project management unit's management information system, to do requirement analysis, offer system design rule and plan.Sixthly, it is to discuss how to expand GP electronization further. We should make measures to speed GP informatization step by step, form professional team, share information, and build good law and information safety environment.Finally, it is the conclusion and expectation. It is reasonable trend of economy development from traditional procurement way to modern e-procurement. Pushing GEP is a heavy burden and the road is long.
