Analyzing The Strategic Development Management On Grain Infrastructure In Sichuan Province

Under the macroeconomic regulation and control, the grain administration fully displays the market economy's basic affects in disposing grain resources to realize the marketability of buying and selling grain and multiplication of market corpus. The structure of numerous grains, big market, and fast circulation has been built in our country, and gradually manifested the reform results. Along with the time of informationization and economical globalization approaching, social division of labor becomes meticulous and specialized. Developing grain economy vigorously and strengthening the construction of grain infrastructure are not only the challenge but also opportunity for the strategic development management on grain infrastructure of 21st century in order to promote the better circulation. As strategic commodity of vital importance to national economy and the people's livelihood, grain not only tremendously influences the coordinated development of both the state and regional economy, but also is the decisive factor to stabilize the whole society. In view of grain administration's playing a special role in public departments of Chinese government at present, the author analyzes the external environment and internal resources in grain infrastructure development by using SWOT, plans out the infrastructure's comprehensive developing strategy, including grain distribution, quality test for grain, security forewarns and emergency facility for grain circulation, and makes a whole assessment on economical and social interests of the strategy in accordance with grain infrastructure's basic definition and its affects in current distribution realm as well as its objective and goal in the next development stage of Sichuan province. The author composes this article and hoped this strategy can implement, for the government in the grain management domain storage, promoting distribution ability, security forewarns ability, quality test ability and the emergency capability. This strategic management study on infrastructure development is to find a solution to the advantageous aspect of infrastructure development, which is composed of polices slanted, prospect forecasted, and necessaries for environment. The stocked grain variety, quantity, and structure will tend to be reasonable by the government concentrating investments. The grain economy maintained on the continuous, fast, sound, and coordinated development will display important influence on promoting national macroeconomic regulation and control, guaranteeing grain security, increasing peasants' income, and upholding social stability.
