Science & technology resources are precious wealth of the human society and the first resources of the economic community,which have played an important role in the economic competition especially since the advent of the times of knowledge economy. Therefore through over the world great importance is attached to optimal allocation of science & technology resources and bring their effect to full play. In recent years,China have gained great achievements in science & technology development and the science & technology budget that national devotion has increased year by year, human resources in science & technology have improved not only in quantity but also in quality, but the supply still can not meet the need ,there are many problem in the allocation of science & technology resources.Under this background, studying the theories and methods of the optimization in the allocation of regional science & technology resources is significant to accelerating reforms of science & technology system and promoting the efficiency of science & technology resources allocation.Through researching on the domestic and international theory about regional science & technology resources distribution, the paper mainly uses demonstration method to appraise and analyze current input & output condition on China's regional science & technology resources: Firstly, this paper further investigates the theoretical foundation relating to this subject, including resources allocation theory, optimize science & technology resources allocation theory and data envelopment analysis theory.Secondly, the thesis analyzes the current situation on China's regional science & technology resources allocation through the input & output of science & technology resources,and points out the general problems of regional science & technology resources allocation in China.
