Analysis Of Industry Structure Changes And Its Impact To The Energy Use Efficiency In China

Since 1978's opening reform, our country has gotten great progress in economy construction, however, at the same time we expend lots of energy. Industry' rapid development results in energy consumption growing in quantity quickly, which makes the energy supply and demand situation more unbalanced day by day. In China, lower efficiency, unreasonable energy consumption structure and serious contamination restrict our economy development.Energy is one of important materials used in industrial production, and kind of essential resource to a country's economy development., however, the energy we can use is limited, and just this limitation destine us walk an intensive continual road, improve the energy use efficiency, and create more value using such limited energy. Energy use efficiency is not only impressed by technology level, but also is closely interrelated to whether a country's (or area) industry structure reasonable or not. Therefore, this study try to analyze the impact of industry structure changes to the situation of energy use, therefore find the relationship between them. Then on the base of analyzing the determinants of energy use efficiency we check up the influence we mention before using history statistic data. At last, we give relevant suggestions after explaining the result to provide foundation for state economy development policy.According to the target above, we reviewed our country's industry structure changes and energy use condition and their relationship, then on the base of analyzing the determinants of energy use efficiency (including opening reform, economy mechanism, industry structure, industry policy, energy structure, etc.) and the mechanism of industry structure influencing energy use we analyze the relationship between industrial structure and the energy use efficiency by decomposing the energy efficiency change to structure share and efficiency share. There is a little difference between our result and anticipation. And the paper gives relative explanation to the difference.After these analyses above, we get basic conclusion: industry structure's change and technology progress are both important factors that impact our country's energy use efficiency. Whether the orientation of industry structure changes reasonable or not lead to energy intensity lower or increases directly. The increase of industry's technique efficiency is good to the reduction of energy intensity, but when the technique level advances to a higher point and energy intensity decreases to a rather lower point, the it is hard to lower more. So, adjusting industry structure reasonably to reduce economy dependence of energy become to a important method of easing up energy issue.The industry's reasonable alteration is good to the reduction of energy intensity, and good to our country's continual development of energy use. Therefore, we give several advices as follows: First, alert the industry structure inner the second industry, strictly control the sectors that consume more energy and lead to severe contamination to avoid them develop too quickly, and develop the high-tech sectors which consume less energy and cause less contamination first. Second, Some favorable policies should be formulated to encourage the progress of the third industry which consume relatively less energy; Third, dynamic adjustment system about industry and production admittance list should be founded. According to this system, a series of commodities that cost more energy and cause serious pollution will be classified as forbidden species that are not allowed be processing and trading. We should reduce the export quantity of energy-intensive and environment-intensive commodities; Finally, we should also advance the market mechanism reform of energy industry and the energy supervision.
