Research On The System Reform Of Property Rights Of State-owned Enterprises

Under the traditional system of property rights of state-owned enterprise system, the powers are held in the hands of government agencies at all levels, so the enterprises do not have their own rights, it causing the lack of enthusiasm of the enterprises and the broad masses of workers, which eventually led to the loss of efficiency. While China's state-owned enterprises are the dominant socio-economic development and core strength, the lack of efficiency of state-owned enterprises and their weak strength will affect the efficiency of the whole national economy and development. To improve the efficiency and strength of the State-owned enterprises, the reform of the unreasonable system of the original property right of state-owned enterprises is a must.Nearly 30 years past since the State-owned enterprises started a reform in 1980s. The reform process of state-owned enterprises' original property rights system is from such a shallow level reforms as delegating powers and benefits to a deep-seated reform level as gradually establishing a modern enterprise system. The aim is to promote the effective development and strengthening of the property rights system of the state-owned enterprises and how to establish an effective system of property rights. The paper tried to probe into some of these areas.This paper is mainly on China's state-owned enterprises reform of the system of property rights related issues. First, it starts with the general analysis from the concept of property rights to explain the Marxist theory of property rights and modern Western thinking on property rights theory. Then a brief review is given on China's state-owned enterprises and reform of the system of property rights, and tries to make some of its evaluation; subsequently in the text of the third part of the reform of the status quo at this stage, it gives an objective and reasonable attempt to describe. In recognition of the success of the reform, it focuses on reform of the potential interpretation of the relevant issues and the reasons for analysis. Fuzzy that state-owned property rights of state-owned assets, the result of the agency has serious problems, the shareholding structure of state-owned enterprises also caused unreasonable enterprises. Both internal management and external constraint can not be effective in promoting the good functioning of state-owned enterprises. Finally, as to the current problems of the reform of the system of property rights of state-owned enterprises,it puts forward specific proposals to solve the problems. The paper stresses that for the reform of the system of property rights of state-owned enterprises, the main idea is the reform of state-owned enterprises overcoming institutional obstacles. Seen from macro aspect, it concludes reasonable definition of the scope of the state-owned industrial enterprises, vigorously promoting the reform of the management system of state-owned assets, and promoting the structure of property rights of state-owned enterprises optimization; Seen from micro level, we should standardize and improve the corporate management structure, with the means to build a market-oriented operation and a good internal platform for enterprises, and the key is remodeling one pair of the right to operate an effective incentive and restraint mechanisms.
