With the further development of economic globalization, petroleum and natural gas has become worldwide and competition focus as resources strategic. The development of petroleum and gas industry provide unlimited business opportunities for enterprises, and confront the enterprises with intense challenges as well. As is engaged specially in the petroleum private network correspondence and the informationization operation management correspondence, ChangQing Communication is in an urgent need for reviewing its strategic position and development direction, mapping out and implement scientific strategic programming, and finally have the cooperation develop in a healthy way.This thesis, with systemic reviews on strategic management theory, gives an entire and systemic research on the exterior environment and interior resources and capacities by following macro and micro, qualitative and quantitive analyses. Baud's five competitive power models, key industrial success factors and EFE Matrix are used to analyze and estimate the macro environment and task environment situation. It states, on one hand, ChangQing Communication is facing to safeguard long celebrates the once in a thousand years strategic opportunity which the oil-gas field big development follows up to serve, meanwhile along with national telecommunication fees further decline as well as 3G license plate provide, ChangQing Communication also faces intense competitions and potential competitions both abroad and at home.By using IFE matrix and the data analyses of ChangQing Communication's interior resources, core capacities, products structure, the thesis states that ChangQing Communication has the advantages of cost, brand, technologies, financial achievements and sales nets, together with the disadvantages of insufficient self-throughput, old equipments, technological development bottleneck and the enterprise management that is not suitable for operation. The basic estimate conclusion is that ChangQing Communication, comparing with other competitors, occupies a favorable position as a whole, especially in the development and maintenance of oil field market. Then, by integrating exterior and interior environment factors as well as the development targets, propose the optional corresponding strategies,it raises the most suitable business strategy for the cooperation. At the end of the thesis, proposals on actualize the ChangQing Communication's international strategies are put forward. They focus on increasing manufacture capacities, speeding up the turn of manufacture management systems, improving the value of working procedure, and establishing the omnibearing interior management creativity and achievements encouragements mechanism so as to carry the cooperation strategies into execution and realize the strategic targets.
