In recent years, with the extensive application of the Internet, communication and information technology, it makes many changes to the environment and the operational objectives of the logistics distribution center, especially the Internet information superhighway develops the birth of the e-commerce industry,which makes the logistics distribution center, face more complex environment and new challenges. For example, reduces logistics cost and improves the speed of response. Logistics distribution shows new distributed characteristics under the e-commerce environment. Therefore, it needs to build new logistics distribution centers urgently so that can adapt to the new era and meet the new demands. It also can promote the common development of the e-commerce and logistics distribution. Location planning is the primary thing of the logistics distribution center's construction, better distribution center location is the place to make the goods together, transit, distribut, then transmit to the end users. In the whole process, it must achieve the best value for money. So people confronted with a common problem: how to choose a reasonable location for a new type of distribution center under the e-commerce environment.Currently, most of the academic location models regard the Minimum logistics cost as the goal, with little regarding of time efficiency. So in this paper, it on the basis of the distribution center's existing site-choosing theoreies, uses qualitative and quantitative methods to analysis the new distribution center's characteristics under the e-commerce environment, and according to these features, it establishes the two levels logistics distribution centers' location multi-target models which based on the cost factor and the time factor.First, this paper introduces the differences between the new logistics distribution center and the traditional logistics distribution center. It also proposes the location problem of new logistics distribution center, including the siting factors which need to be considered and the commonly used methods and models. Secondly, having regarded that the customers distributed extensivly under the e-commerce environment, this paper establishes two levels distribution system. It makes the Minimum logistics cost and the shortest delivery time for the goal to establish multi-target location models for this two-tier logistics distribution centers. The logistics cost includes transportation cost, inventory cost and punitive cost that delayed to the customers. In the circumstances of that a customer's variety goods are distributed parallelly, the secondary level logistics distribution centers'delivery time includes the time that distributes for the customers; the first level logistics distribution centers' delivery time includes the time that delived among the supplier, the first level logistics distribution centers, the client and the secondary level logistics distribution centers. It uses effectiveness coefficient method and lingo language program to achieve the models'solution. Finally, it applicates the model to an example and compares the results of the traditional logistics distribution center's single-objective model and the new logistics distribution center's multi-objective model. It shows that multi-target model is more comprehensive and more thorough consideration. Further more, it also chooses different telescopic indicators to the multi-objective model and leads to different results, and then does a comparative analysis to these results, which gain many conclusions that good for decision-makers to make flexible decisions.
