The Study On Regional Innovation System Advancing The Development Of Manufacturing Sector Clusters In Open Economy

With the economy globalization and knowledge economy, industrial clusters have been playing a much more important role in regional economy and have become a great impetus to drive development of regional economy. A good regional innovative environment is a determining factor to form industrial clusters and develop a advantaged one. In order to obtain international competitiveness for regional economy, construction of regional innovation system (for short RIS) has been a wise strategy choice to develop each region's rapid achievement.In the new era background, evaluating the performance of RIS is not only the precondition of setting down the policy, but also provides a reference frame in measurable way. RIS is related to industrial clusters in many aspects, such as area, structure, function and object. The author consults the evaluation method for innovation performance of RIS at home and abroad, then puts forward the idea to construct RIS based on industrial clusters, which reveals many problems on the innovation development process, proposes some recommends. Furthermore, we can optimize regional innovative environment to promote the combination of industrial clusters with RIS, and then strengthen regional innovative capability.Nowadays, there are many research papers on the industrial clusters and RIS, the scope has already spread to basic problems, inner connection between industrial clusters and regional innovation system, demonstration analysis and policy research etc. But most of these researches are dispersed and superficial.Therefore, this paper synthesizes the relevant theories and used the empirical analysis method. It can be divided into six chapters. The first chapter and the second chapter briefly introduce the theory base, the research actuality of national and aboard, the thread and method of this paper. The third chapter puts forward the form mechanism and modes of industrial clusters in open economy, and then analyses the connection between industrial clusters and RIS. The fourth chapter uses the gene evaluation method to evaluate the innovation performance of RIS. The fifth chapter with empirical ways, we evaluate the innovation performance of RIS which advances manufacturing cluster development, thus providing idea or suggestion to Hubei manufacturing sector clusters development. The last chapter gives the conclusions, expatiates the effect and the existed deficiency of research.
