Agriculture, the source of human food and clothing, is the basis of survival. The several thousand years of the history of china tells us:If the development of the agriculture is jarless, the whole society will be security. In modern times, the agriculture is still the basis of national economic construction and development. Therefore, the agriculture should be paid more attention and protection in the country's economic development. However, with the accelerated process of urbanization, a large number of workers are needed, and a large number of rural labor outflow. During the outflow of labor force, the male accounted seven percent, and 80% of the male labor force's age is 16-40 years old.The outflow of young labor force in rural lead to a change in the rural economy. It is that women gradually replaced men who was the main force of the rural economic and social construction. A survey shows that the labor participation of women in agricultural production is up to 73.4%, the phenomenon of feminization of agriculture is growing. Therefore, it's very important that how to develop and make good use of female labor force. It should not be ignored in the development of rural economyIn this paper, the research object is the female labor force in rural areas of shaanxi province. The paper is divided into six chapters. The first chapter is an introduction of the research background and significance, the methods and content of research. And at the same time, some related concepts in the text are defined, including human capital, human resources, human resources development, female human resources development.The second chapter is a review of the theoretical basis and the research trends, and mainly from domestic and foreign aspects to review and summarize the research results of the relationship between human resources development and economic development. It includes human resource development and economic development, female human resources development and economic development and human resource development of rural women.The third chapter describes the status of female human resources in rural Shaanxi province, and analyzes some problems, from the aspects of education, training and medical.The fourth chapter is the core of this article. It's mainly from the perspective of qualitative and quantitative to analyze the relationship between development of female human resources and rural economic development of Shaanxi. during the quantitative analysis, according to the statistic datas of more than ten years in Shaanxi, analyze the relationship between years of education of rural women and family economic income, the results is that the contribution of the educational level of rural female labor force to economic development of rate is 9.64%. Secondly, based on sample survey data, based on years of education, adding two variables "Training or not" and "health", analyze the impact of its income. The results show that the female human resources development is closely related to income and rural economic development.Chapter five introduces the way of human resource development, and linking the different features of the three region in industry, based on the general way of human resource development in rural areas, focus on the north, the central and the south region features to propose three modes of human resource development, and strive to give some practical policy recommendations for female human resources development in n Shaanxi rural areas.Chapter six is the security measures. In order to ensure Shaanxi rural female human resources development to work efficiently, we need local government departments, women and other village officials and local women's organizations to work together to enhance the rural female human capital in Shaanxi.
