Colleges and universities are the battlefield of cultivating high quality talents for ourcountry. College education is the main and practical means of human resourcedevelopment. In recent years, these colleges and universities have a higher enrollmentwhich resulted in high percentage of graduations by following a rather severe employmentsituation; furthermore, part of these universities on aimless enrollment, all these factorsresulted in the lower qualities of personnel training. Nowadays, the existed problems of thecollege education mechanism have attracted increasingly concerns. The thesis on thetheory of Human Resource Development (HRD), on which analysis the existed educationmechanism and problems, and use practical Cultivation mechanism, Incentive mechanismand Evaluation mechanism to make a reconstruction for college education mechanism, aswell as put forwards practical measures, which includes five parts:Part1is the first and second chapter of this thesis. The first chapter is summary ofLiteratures, through the systematic observations of the domestic and foreign documents,analyzing the intention and meanings of the research as well as the main methods of whatthis thesis takes and so on. The second chapter is about the definition for what this thesisgets involved in HRD and college education mechanism, also analyses the relations withpattern and system, the pattern of personnel training and college education mechanism,HRD and college education mechanism, all of these which makes a basis for the thesis.Part2is the third chapter of the thesis. At the point of HRD in this chapter, whichsurrounds the cultivation mechanism, incentive mechanism and evaluating mechanism, weneed to have a deep research on nowadays’ college education mechanism and existedproblems. On this basis, having an analysis on what these produced on the existed collegeeducation mechanism, while it’s mainly includes the enlarged employment pressure, theconcepts of education paradox, unbalanced incentive mechanism and negative evaluationmechanism.Part3is the fourth chapter of the thesis. This chapter started from an HRDperspective to reconstruct college education mechanism. The main measures include:focused on establishing a competitive mechanism; establishing strategic and incentivemeasures which based on comprehensive quality evaluation in college talents evaluationmechanism. Part4is the fifth chapter of this thesis. This section proposed three measures toimprove the mechanism targeted college education, including: reinforce the cultivation ofcollege students’ competitiveness, follow the strategic and incentive measures, improvecollege students’ evaluation mechanism and so on.Part5is the sixth chapter in my thesis. This section of the study is summary, andpointed out the shortcomings of this study. Finally the research problem has not beenprospected.
