| Science reform and opening up, the growth rate of many parts of our country has been obviously accelerated. The three major industries have been growing, the primary industry has risen slowly, and the secondary and tertiary industries have risen rapidly. However, The disparate development among three industries and the structure behaving incongruously is very outstanding inside the industry. The state policies which slope to the eastern coastal area make the adjustment of eastern industrial structure obtain the extremely good opportunity, and the proportion of industrial structure is relatively reasonable; but in the western areas of China , especially in Gansu province , of which industrial structure still takes agriculture as the core in three industries, and the secondary and tertiary industries have been developed slowly. Since the 1990s, especially since the late paramount leader Deng Xiaoping whirlwind tour of south China, regional unbalanced development which is based on the policy of key development strategy is increasingly serious. Pingliang city, relying mainly on agriculture, belongs to a regional economic zone in the east of Gansu Province. This city still lags behind as same as the whole province. Specifically , its industry develops slowly, and its industrial system has not totally taken shape yet ; The agricultural development level is low, and there is no agricultural products processing enterprises, industrial connections is not high, service system is not complete, the industry is with low technical content, and benefit is not obvious. After entering 21st century,China is carrying out the strategy for the development of the western regions. Under the central policy support and joint efforts of local government and economic main body enterprise, Pingliang city begins industry's development and long tour of optimization and upgrading .This paper firstly proceeds with the classical theory of the industrial structure, uses history as a guide and mirror, and takes today as an example carrying on research. The whole paper includes the following aspects: Firstly, the general theory of the industrial structure change, the type of the industrial structure and function gradual progress. Taking classical theory of ones which have been studied both at home and abroad as the thread, this paper probes into the range condition of various theories'application theoretically at first, and then contracting with nowadays'situation and looking for disparity and deficiency in regional economic development. Secondary, positive analysis of industrial structure change and the appraise of regional industrial policy. Proceed from angle of positive analysis, this article analyzes the current situation of industrial structure change in Pingliang and Gansu. Besides this paper observes the real state of development of industrial structure in Pingliang with the attitude of objective science, and then appraises to the industrial policy in Pingliang with the metering method, pursues the advantages and disadvantages on the policy, in the hope of finding a kind of feasible out. Thirdly, the leading industry fosters and chooses. Through the distillation that thinks to practical experience and theory for many years and combing to classical theory ,and based on the requirement of the industrial structure change which fosters for the leading industry in the area, then makes the rational judgment to the leading industry development of Pingliang according to regional resources natural endowment situations, finally this paper puts forward the countermeasure and suggestion. In present, the focal study point is that Pingliang city's apple, beef cattle, herb and vegetables four multi-form agriculture leading industry could sustainable develop or not, and its key of development continuously lies in accelerating the industrialized process, accelerates industrialized process, develops agriculture with industrialization, extends the roller chain of the industry, and improves the content of industrial technology of the agricultural industry and added value, in order to run an enterprise on a commercial, the appropriate scale of operation went out of " the intelligent mire " finally as the thinking of development. There is a little research of theory circle assess, and carrying on policy assessment have important promotion meaning for theoretical research at present; there is strong relevance between local economic development and the making of a reasonable policy, and the policy assessment plays a key role in policy in this course.
