The Study On Descend Of Supply Capablility For Rural Public Goods In Central Area Of China After Taxation Reform

Rural taxation reform is the strategic approach for rural reform in China. It helpfully solves peasant's tax burden problem, however, is likely to affect more prominently in the rural public goods supply. As the focus of"three rural-related problems", the public goods supply in rural area of central China suffered greatly from rural taxation reform. This thesis studies on this issue as follow framework: firstly, it describes the current situation of social and economic progress in central rural area which is the background of this research. Secondly, combined with the investigation in HuBei province , author concludes the main problems on rural public goods in central area ,effected by rural taxation reform, which are short in succeeding supply of material public goods , fall in basic government service capability and absence in institutilization for peasants-selves supply .Thereby , the situation of rural public goods supply in central area is crag-fast, which can be defined as"hard for government to dominate as well as for non-governmental force to assistant". Thirdly, author analyses factors resulting in problems as above, and they are limitations of institution, the fragility of village collective economy, the orientation of state policy and the effect of social development. According to these analyses, there is a conclusion that the system of public goods supply in central rural area should be"dominated by government and associated by non-governmental force". Finally ,to carry out this model , the thesis offer some practical approach .From macroscopic perspective ,it is necessary to transfer basic government function by defining it as the subject in public goods decision making and supply, make village committee fulfills its responsibility on demand expressing for public goods and carrying out decision from superior government, clarify peasants role in public goods supply as an proper assistance .Generally speaking, this system is constructed by government as a supply and decision-making subject , villager committee as an actuating institution and non-governmental force as an assistance .From microcosmic perspective, author suggests improving public goods'demand-expressing institution ,decision-making institution ,investment institution and public finical system to ensure the effective application of state fund and sustainable supply of rural public goods in central l area.
