Research On Value Assessment And Development Path Of The NGO's Participation In The Rural Poverty Alleviation And Development

After continuous effort to reduce poverty in the rural areas by Chinese government, it has achieved great success in poverty alleviation. However, because poverty alleviation is always government's work, the poverty alleviation mechanism is fragile to the leakage of fund, low efficiency and difficulty in implementation. In order to find solutions to these problems, the LGOP, MoF and ABC signed a memorandum in 2005 and decided to implement a NGO participating in government's village planning project. It's the first time for Jiangxi PADO to open the government resources to the NGOs. And the piloting project also bring a new era for the poverty alleviation work in Jiangxi.The research of this paper on these issues is of great significance. Based on some basic theories and public administration theories as well, this paper will research on evaluation of value and development of the NGO's participation on government's village planning in Jiangxi rural areas in the transition period. The writer reckons that the government should encourage the development of the NGO and NGO's participation in poverty alleviation and provide necessary policy suggestions in current market economy system.The paper consists of six parts: the preface introduces the goal and significance of the research; the first chapter introduce the definition and features of NGO, theories of NGO research; the second chapter is about the introduction of statue quo of China rural poverty and government's poverty alleviation work; the third chapter is the evaluation of value of the NGO's participation in China's rural poverty; the fourth chapter is the evaluation of the NGO's participation rural poverty work; the fifth chapter tries to analyze the development path of the NGO's participation rural poverty alleviation.
