After China has joined WTO, the domestic economic has been rapidly developed. Many domestic cities has proposed to set up their own CBD. Of course, CBD is benefit to the regional economic but, due to lack of understanding of CBD, many of middle or small cities have created the same proposal. The blind planning of CBD in these cities would be great damage to their economic. Therefore, only really understand of CBD, knowing how to do with CBD, determine of proporiate model of CBD, we could expect the health development of city economic.The paper, firstly, study the theory of CBD. Based on the huge of documents and papers from domestic and oversea resources, we conclude the CBD is the MUST when the city has developed in the certain phase.The paper has taken a new view: regional central city, and analyze how and when to set up CBD in a regional central city. This is very new and also very practical to many medium or small cities.According to CBD and regional central city theory, we have evaluated the social and economical situation of Chengdu, as biggest city in the central of Chinese Southwest part. And we confirm, Chengdu has obtained the pre-condition to set up CBD, as first city, in the central of Chinese Southwest part.Meanwhile, we conclude, Chengdu CBD serves not only Chengdu city but also the whole western of China, to provide finance, information, consultant, management service to this area. Planning of Chengdu CBD is very critical in this moment, which has to make decision between the best service and lowest cost.Therefore, we have analyzed the five administrative area of Chengdu, and then have the conclusion, JinJiang and WuHou District is the best area to plan Chengdu CBD.We are happy to see, the Chengdu government has already proposed clearly to set up CBD in Chengdu, and made the accurate planning of each CBD function area. We have studies his planning, in the end, we have pointed out some problem in it. Hope this paper could be somehow supportive to person, who is interest of Chengdu CBD.
