It is the only choice of the listing bank to establish the management theory of regarding the maximizing the bank value as the operation goal at the request of modern enterprise system. How to realize the maximum of the bank value of, how to approve the staffs contribution is the embodiment of enterprise's values, What kind of salary incentive mechanism is set up to impel bank staff to regard enterprise's goal as one's own inherent pursuit? These are all problems that bank listed companies face and are badly in need of solution.Firstly, the most superior target selection of the salary driving system -enterprise value maximization is proposed through the analysis of the bank management goal development course in China: from the profit maximization, the shareholder value maximization to the enterprise value maximization and the production background ,the limitation and the characteristic under the salary driving system. The strategy achievements appraisal system of taking the balanced Scorecard system as the overall frame, taking the economical increase in value as the core target, at the same time auxiliary by the cost of operation method is also established to guaranteed the realization of the bank value maximization management .The relations between the good capital ,the income and the risk are also further analyzed when the going on the market bank as the management currency enterprise have to achieve the enterprise strategic management goal of the value maximization.Secondly, the real diagnosis research and the analysis to the present situation of salary driving system of bank class listed companies in China indicates the effect of the salary driving system of the going on market bank is not very ideal, short-term salary drive is basic effective, but the phenomenon of "zero owns stocks" is serious, lacking the long-term drive,this is easy cause the enterprise value not inconsistent with the bank staffs individual value pursuance. Therefore, to establishes under the enterprise value maximization goal the salary drive mechanism, to enhances the salary driving system validity, to guide the staff to realize individual value maximization at the same time,to enhance the bank value diligently, thus to realize the bank value maximization and the individual value maximization win-win goal especially is important.Finally, the salary driving mechanism under the enterprise value maximization should be constructed from the macroscopic, intermediate perspective and the microscopic levels. The macroscopic aspect: the legal regime environment need to be consummated, the improvement stock market movement environment need to be improved. The intermediate perspective aspect: the benefit counterparts' company to govern the structure must be established, the strategic achievements appraisal system must be established, and the clear orderly human resources development and cultivation system must be established to build a good enterprise culture atmosphere. The microscopic aspect: the salary driving resources must be widened, the regulation of the scientific reasonable salary driving mechanism must be formulated to guarantee the implementation internal fairness and exterior competitiveness of the salary driving mechanism, the salary drive and the spiritual drive must be combined, the bank staff salary disclosure means must be formulated.
