Development of small town is optimized for the allocation of resource and accelerates the industrialization. It is benefit for the secondary industry and tertiary industry. It creates more re-employment service and increases peasant's annual income. The development can enhance the transfer of the surplus rural labor and improve peasants' living standard, narrow the gap between city and rural and realize their coordinated development. It can also enlarge the needs of society, ensure economic sustainable development, improve people's living quality, and promote the progress of society civitization.The situation of the development of the small town is good in general, but there exist some problems, such as the large quantity with small scale, the unreasonable distribution, lack of long term and scientific organization, as well as management system unadapted to the requirement of market economy. Development emphases should be focused on some towns which have better infrastructure, greater development potential, thus their function as the central of rural economy and culture can be strengthen as soon as possible and the important roles are played. Feasible models should be chose to make small economy flourishing and to combine small town development with leading the reasonable collection of enterprise, perfecting rural market system, developing the industrialization of agriculture and socialization of service. Financing channel should be widened to encourage the investment of enterprise and urban or rural residents. The residence registration system should be innovated to form administration system in accord with the economic and social characteristics of small town in the premise of ensuring rights and interests of peasant and protecting fields and properly solving field requirement of urban construction.
