Human resource management is increasingly of importance in economic development. Currently, the Scientific Academy of Land and Resource of Feshan has no an effective check and appraisement of human resource management, and has no a management system of human resource that meets overall informative process. The thesis is focus on this program. In the thesis the importance and its key function of the human resource management is first introduced briefly,the heory and mathematical method of human resource check and appraisement are formulated the task, existing status of human resource management and design of human resource check and appraisement system are analyzed for the Scientific Academy of Land and Resource of Feshan. Secondly, the way of the appraisement of human resource based on relation matrix method and the content of performance check are introduced in detail. Again, the IT point of penetration and the purpose of the check and appraisement system of human resource for the Scientific Academy of Land and Resource of Feshan is in detailed analyzed.Finally, the check method based on objective management is established, and the index system and weight system of the personnel appraisement based on relation matrix method are established. The check and appraisement system of human resource, consist of 8 subsystems, was established, and inter-relation between these subsystems and their functions are analyzed. The running effect of the check and appraisement system of human resource is illustrated its realistic meaning and the innovation of such a information system is pointed out.
