Risk comes from the uncertainty.In addition to the technical risk,investment risk,natural risk,economic risk and social risk,the migrant workers human resource risk,which is tremendously related to the success or failure of the construction engineering,is not to be neglected.The Migrant workers,which is the largest quantity of group in construction project,are needed to complete all tasks,therefore,regardless of their ability,skill or working status and emotion during working,any aspect will decide that if those objectives of project management can achieve smoothly.The failure of the management for the migrant workers group will directly lead to the failure of the project and incalculable losses.Taking the “CHENGSHI MINGREN”Project in Yongchuan District,Chongqing city,as an example,the risk factors come from the uneven quality of migrant workers,the instability of construction team members,construction quality and the efficiency,which often lead to project progress lagging,frequent rework and costs rise,and finally quality,progress and cost objective will greatly deviate from scheduled ones.According to the existing problems,the author analyzed and sorted out the reasons for the uncertainty of migrant workers,and then,basing on analysis and induction,from the perspective of human resource management,took use of human resource risk management theory on risk analysis,risk identification,risk assessment and risk monitoring to get a more effective risk management measures and solutions,so that achieve the purpose of risk loss reduction.This article,combined the actual project case,firstly analyzed the present situation of human resources management and existing problems,and then summarized the migrant workers characteristics.This article made an interpretation for human resource and risk management.What is more,all risk factors were identified at each stage during project implementation,and then the identified risks were evaluated by Expert evaluation method and the risk matrix method,so that the risk probability occurrence and effects were determined.Finally,this paper put forward basic strategy of risk management of human resource and a series of human resource risk management measures,and then track and evaluate the result of measures being applied during actual project construction.Once new risk factors being found during risk management will be again identified,classified and once again included in the risk management process. |
