With the development of Computer technology and Internet technology, information technology has received more and more attention. People have already realized more clearly that human resource management can bring strategic value for enterprise. How about the combination of the human resource management and information technology? HRIS appeared in this background. But the HRIS just is used to improve the HRM efficiency, and HRIS has made little contribution to the realization of enterprise strategy. What's more, human resource department can still not find an effective method to extend its strategic function. The dissertation talks about the combination of human resource management and information technology from the perspective of enterprise strategy, which includes the design, function and the appraisal system of the human resource information system. The author hopes the HRIS which is built and operated under the direction of the dissertation can really bring some strategic changes for enterprise.First, the dissertation begins with the enterprise strategy, and it also sets up a model, which indicates the devising line, and involves the total human resource management and BPR etc. as core thoughts. Second, the dissertation devises an evaluation system in order to evaluate the strategic value of the HRIS. Last, the dissertation uses the case study to prove the real strategic value of the HRIS. In a word, the dissertation can give some useful directions about the handling of the relationship between human resource management and information, which strengthens the enterprise competitiveness.The creative point of the dissertation is the strategic perspective. The dissertation thinks about the combination of the human resource management and information technology with the value-add view. The evaluation system of the system is also the creative point. The system evolves from the balanced-score card. In order to ensure the realization of the strategy, the system gets around closely the strategy, from the data collecting, performance evaluation to confirmation of the goals.
