China' s logistics market at this stage is still not mature, and the degree of Chinese enterprises requirements in the logistics form a kind of contradiction with this. Many of the enterprises cannot use third-party logistics enterprises' assistance, or they have better conditions for the development of their own enterprises logistics system. This determines China' s enterprises, especially the large manufacturing enterprise, won' t give their logistics business to the third-party logistics enterprises to do. Instead, they establish their own logistics agency or logistics departments. So enterprises must improve and strengthen this part.The article begins with business Logistics, and explains the necessity and the roles of logistics performance evaluation system . And the article elaborates on the theoretical logistics performance evaluation system, including the system' s theoretical basis, consisting elements of the design requirements, basic principles and implementation steps. And it explains how to determine the logistics performance evaluation in detail, from logistics financial performance indicators, logistics service quality indicators, market competition indicators and enterprise learning and development capacity. The two evaluation methods—Fuzzy evaluation and AHP are introduced and the article use AHP to determine weights and fuzzy comprehensive evaluation method to evaluate logistics performance. They may prevent and overcome the human subjective factors effectively, with more objectivity.
