The original intention of China to implement a minimum wage system is to protect the legitimate rights and interests of vulnerable groups, to meet the basic material needs of low-income groups, so the overwhelming majority of the workers can share the fruits of economic development. Its ultimate goal is to promote the healthy development of economy. However, the key that the effectiveness of the minimum wage system can effectively play is that whether the standard around the minimum wage is appropriate? Minimum wage standards which are too high or too low, will not accord with its original intention as it's designed. Instead, it will bring the damage caused by anthropogenic to the whole community, and will bring greater losses to the total social welfare.XiaMen officially promulgated and implemented a minimum wage system in 1994. From the first adjustment since 1994, the minimum wage of XiaMen has been adjusted 10 times in 13 years. It changed from the first (1994-1995) 280 yuan to (2006-2007 ) 650 yuan. During the adjustment of the minimum wage, there are some problems, such as , whether the determine and adjustment of the minimum wage system are appropriate? does it fit the level of economic development of Xiamen? dose it can promote the economy of XiaMen to a healthy development? Since there is lack of theoretical and empirical research.Based on the above considerations, we are selecting Xiamen minimum wage to study. According to the Xiamen's minimum wage standards and the data of the impact indicators , this thesis used the non-correlation analysis, multiple regression model measurement and the measurement of ratio analysis to study the moderation of the minimum wage of Xiamen. At last it concluded that the minimum wage of XiaMen is low, and analyses the cause of it. Finally, this thesis points out the problems of minimum wage standards in the actual implementation in Xiamen, and put forward specific policy proposals to provide a minimum wage standard reference for decision-making of XiaMen.
