On Justice Of Chinese Housing Provident System

Housing has become the focus of various media because of its extreme importance in the national economy and the people's livelihood. As essential part of Chinese housing system, the system of housing provident fund arouses concerns of all walks of life. In the past decade, though housing provident fund system contribute a lot, it still remain some problems such as inadequate justice of the current system. By retrospecting the establishment and development of housing provident fund system, analyzing its nature and characteristics, this article reveal that Chinese housing provident fund system should mainly benefit the low and medium income receiver, maximize the social welfare and attain the justice. The author first highlights the three-part research of current management mode system, payment and deposit system, expenditure system of housing provident fund, and then points out the injustice result from the operation of current system and the urgency of reform. Last in light of deficiency of the system, the author put forward the following policy advices: Reform housing fund management center and change it into an independent legal company with the characteristics of management and operation of modern fund, change the relation between the depositor and management center from administrative agent relation into modern trust management relation; Aim to maximize the social welfare, base on quantity-oriented indicator system, design a rational method to determine the deposit ratio of housing provident fund; Adopt the new banking payment system to collect housing provident fund to widen the cover of housing provident fund system; Properly loosen the restrain on the use of housing provident fund, and set up the loan system to further upgrade the operation of housing provident fund system.
