Due to differences between the urban-rural dual economic structure and policies, the gapbetween China’s urban and rural public goods supply not only did not shrink along witheconomic development, and even further expand the trend outstanding performance in basiceducation inadequate investment in the social security system is not yet fully establish newcooperative medical start-ups, and so on. On the one hand, due to the grassroots governmentsbelow the provincial township-level government transfer payment system is not perfect, theprimary government financial difficulties; On the other hand, the supply of public goods hasbeen operating under a "defective system" of the rural-urban divide, the traditional policyframework and institutional arrangement is also strictly separated from the "citizens" and"farmers", embodied in the social welfare institutional arrangements attached to the householdregistration system, birth defects, it is the existence of this defect of the rural and urban intervalan invisible "barrier."The existence of these problems is not only detrimental to social fairness,justice, and those arising from social conflicts and resource allocation failure also pose apotential threat to the sustained and healthy development of China’s economy. To solve theseproblems, we must accelerate China’s public finance system, improve the system of publicfunctions, and efforts to expand the effective supply of public goods and gradually achieveequalization.Firstly, the concept of equalization of urban and rural public goods supply, as well as theimplementation of the theoretical basis of equal access to public goods supply in urban and ruralareas. Clarify the theoretical issues, through a large number of urban and rural comparison of thedata from the four angles of infrastructure, basic education, public health and medical care,social security of our country at this stage of urban and rural public product supply unequalstatus quo as well as the reasons behind pointed out the need for, and feasibility of our country atthis stage of urban and rural public product supply equalization. On this basis, the comparativeanalysis of the United States, Japan, South Korea and Thailand to implement the equalization ofurban and rural public practice from the revelation of equalization in the implementation ofChina’s urban and rural public product supply, from the establishment of a unified urban andrural public product supply system, sound public finance system, establish and improve thesystem of rural public goods supply, four aspects of policy recommendations for sound legalconstraint mechanism.II...
