Starting in 2001,the world telecommunications industry intense turmoil, slid by the rapid growth remains in the doldrums, was subjected to unprecedented setbacks. This inside both by the overall economic environment of the adverse effects,but also its own rapid development of industry over the impact of effective demand in the market. Since 2003, with the global economy gradually recovers, the world telecommunications industry has gradually climbed out of a slump, re-entered the track of rapid development. In the past few years, the domestic telecom industry with the world trend in the telecommunications industry trend of a certain departure from, to a certain extent,and China's economic development rate is an inseparable relationship. In global economic growth remains in the doldrums and China is a show of independence, China's telecommunications industry has for several years maintained a rapid growth momentum. According to statistics,the "9th Five-Year" period of China's communications business income average annual growth rate is of 28.8 percent,over the same period the gross domestic product GDP growth rate of 3.2 times. However,China's telecom enterprises and the telecom giant of European and American countries have major gaps.Since, in February 1997,WTO members in Geneva,Switzerland signed a collective "global basic telecommunications agreement",this is called "milestone" agreement clearly pointed out: wanting to join the trading system,they must open up the telecommunications market,in order of ending trade monopoly,and allow the telecommunications market mutual investment management,financing and ownership. In this context,the Chinese Government and the signing of the relevant WTO,"WTO" on the agreement made clear in the area of value-added telecommunications,mobile voice and data services and fixed network service areas and opening up the timetable. China Telecom also means we must use to improve their own competitiveness in today's information era, telecommunications enterprises not only need to improve the quality of services and telecommunications business, enterprises in the information is particularly important,and the enterprises realized ERP is the core of the information. Aware of the domestic telecommunications enterprises construction companies of the importance of information technology, have launched ERP project,but they are not aware of the domestic telecommunications enterprises prevalent the following questions: (1) the degree of information is not high, backward technology.(2) the building of decentralized systems, independent management.(3) did not optimize the management processes have not been optimized. (4)re-construction,light management. Not only that,ERP is a major input,high risks project,the decision whether or not to start it needs consideration very carefully. Thus,the telecommunications companies on the ERP project implementation performance and risk management is of practical significance. And ERP project in China's telecom operators not only the full implementation of enterprises can help companies take advantage of this historic opportunity for an effective solution to long-planned economic system formed under the various management problems, but also for domestic companies catch up with and surpass foreign telecom giant to provide a good opportunity.Based on the ERP project on telecommunications enterprises on the basis of risk assessment, on the telecommunications industry ERP project implementation performance evaluation steps, while construction of telecommunications enterprises ERP project implementation performance evaluation index system and the establishment of fuzzy evaluation model.Part of this case, the telecommunications company for P ERP implementation of the project, with Chapter III, Chapter IV of the study, based on research, divided into two main parts: The first part is on P Telecom ERP project conducted risk assessment, Evaluation of the results obtained in the three major risk, the risk that the external environment, software risk and implementation of risk, the risk of a "high risk", the risk rating the highest risk of the external environment and software risks are all "risk", similar degree of risk; The second part is the implementation of the P telecommunications company performance evaluation of the results reached P telecommunications enterprises in the implementation of ERP projects are moderately high risk.Finally,the paper concluded and prospects. The future of telecommunications enterprises ERP project risk management will move towards efficient, high quality and precision in the direction of,dynamic enterprise modelling technology DEM (Dynamic Enterpirse Module) technology to the 21st century will be an ERP system improvement and further development of a Direction,could be better,more accurate and more efficient solution to telecommunications enterprises ERP project implementation performance evaluation.
