The Study On The Developing Of The Equipment Manufacturing Industrial Cluster In Jilin Province

Recent years, the phenomenon of industrial cluster development around the world is prevalent with every domain of industry. In the domain of equipment manufacturing industry, the one of the clustering development of industrial space is on the top of the list. The amount of equipment manufacturing of Jilin province is second to none in the GDP. So, it makes an actual sense to research the clustering development of equipment manufacturing. The thesis is based on the basic theories of industrial economics, including information retrieval and referring which are focused on the research content, reviewing and analyzing the research related to the industrial cluster development home and abroad. Investigate the current situation of equipment manufacturing industrial cluster of Jilin province on papers and on the spot, and evaluate the cluster net structure, using the quantitative evaluating method of the industrial concentration computing, and industrial cluster competition--GEM model and so forth, evaluating the standard of the equipment manufacturing industrial cluster competition of Jilin province and finding the important breakthrough of the cluster development. At last, propose the suggestion and look forward to the future as to the industrial cluster development. To attribute to regulate and elevate the economic structure, I discuss that how to exert the advantage of the equipment manufacturing industry cluster and enlarge the advantage of the leading industry.By the method of Location Quotient, we evaluate the concerning of the 7 professions in the equipment manufacturing industry of Jilin province. The result shows that the concentration of transportation equipment industry of Jilin province is very high, which can be reckoned as industry cluster already; the concentration of the other 6 professions is low, which has not formed the industry cluster, the main reasons are small scale, low specialization, low-technology content, lacking motivation of leading entrepreneur. But static location quotient method is inaccurate for the dynamic change of the concentration of the equipment manufacturing industry in Jilin province, for example, the Currency Equipment Manufacturing Industry and Electrical Information Industrial Park in Si Ping have been developing rapidly these years, possessing the basement of the industrial cluster.By GEM model, we use quantitative analysis of the cluster competition to analyze the transportation equipment manufacturing industry cluster which is representative in equipment manufacturing industry of Jilin province. The result shows, in the premise that the domestic average score is 250, the full score is 1000,the score of the GEM competition of transportation equipment manufacturing industrial cluster of Jilin province is 415,demonstrating that the extent of this industrial cluster competition has possessed some kind of competition advantage. Among those, the factors such as the resources, infrastructures, enterprise strategy, structure, competition and domestic market and so on are the advantage of this cluster, on the other hand, the factors such as the necessary enterprise, research and development of science and technology, the system of social service and outer market and so forth, are the disadvantages of the cluster, affecting the competition of the cluster, hindering the further development of industrial cluster. However, this industrial cluster is the first pillar industry of Jilin province, we can not weigh the whole standard of equipment manufacturing industry cluster of Jilin province with this cluster standard, and we could only reckon it as the leading industry among the 7 industrial cluster of the equipment manufacturing industry, predicting the competition standard of equipment manufacturing industrial cluster must be lower than 415 scores, only a little higher than domestic average standard.According to the conclusion above, we include several factors that restrain the equipment manufacturing industrial cluster of Jilin province: unreasonable industrial organization structure, shortage of integrity industrial sections, single inside structure of industrial sections; low degree of relation between leading industry and related extensional industries; shortage of pulling power of leading industry, and low professional degree; lack of enterprise's innovation, and slow speed of technology renovation; unnoticeable function of the government; social service system which is not integrity and so forth.We include several strategies and suggestions on the equipment manufacturing industry clustering development of Jilin province from the demonstration analysis of the equipment manufacturing industry cluster development of Jilin province, and propose the basic developing ways of the different equipment manufacturing industries.The analysis above proves that we should develop industry cluster in order to elevate the whole competition of equipment manufacturing industries of Jilin province. The exact measures and suggestions are as follows:There are four suggestions on optimizing the enterprises net of equipment manufacturing industry cluster of Jilin .(1) Develop intermediate and small enterprise, advance the degree of professional cooperation of the enterprise which is inside the cluster ,and extent the industrial ring, while enlarging and enhancing the center enterprises;(2) increase the capitalizing of self--- innovation of cluster enterprises, establish the multi—dimension technology innovation of cluster industry, government, finance and intermediate structures, scientific research institution and related industries; (3) draw foreign capital and business with a focus in the cluster, and reinforce the joint venture and cooperation between the key enterprises and foreign companies, extend the domain; establish the brand management strategy, enhance the market competition of enterprises; break the province—domain concept which has been existed, and exploit the market positively.There are six suggestions as to optimize the supporting function of government to the industrial cluster. (1) Change the function of the government, reduce the interference of the administration, establish service style function;(2) perfect the basic establishment of cluster, and advance the development of modern logistics; (3) perfect the service system, and force the development of intermediate service system and technology service system of the industry cluster interior; (4) build the platform of researching and innovating which could support the equipment manufacturing industry cluster of Jilin province.Basing on the suggestions of equipment manufacturing industry cluster of Jilin province, the 7 equipment manufacturing industries of Jilin province are concluded to transportation manufacturing industry, photoelectric information manufacturing industry, and traditional manufacturing industries which include common equipment and professional equipment and so on. We propose the basic ways of clustering development, according to the different current situation and industrial characteristics of these 3 industries.(1)The transportation equipment manufacturing industry centers on the Chinese FAW group and Chinese railway company ,with the professional strategy, developing related intermediate and small enterprise, establishing the module production system, enforce the cooperated producing and technology innovation of the nucleus enterprises and related ones, enlarge the cluster effect, shaping the axle style industry cluster. (2) The hi-teach industry which include photoelectric manufacturing industry and so forth, centers on the hi-tech industry development zone of Chang Chun and economic technology development zone of Chang Chun, developing the establishment of science and technology zone, drawing on the excellent enterprises, enhancing the technology self--innovation of the combination of production, studying and researching, offering the supporting policies of hi-teach industry, advancing the hi-tech industrialization. By the combining of hi-tech industry link and traditional industry link, upgrade the traditional industry, enhancing the whole competition of equipment manufacturing industry cluster. (3) The transportation manufacturing industry and agriculture of Jilin province take a key role countrywide. So, centering on the industries which have advantage, emphasize particularly on the development of the mechanic industry related to the transportation manufacturing industry, emphasize particularly on the development of modern agriculture mechanism production base of the agriculture production mechanics and deep processing industry of the agricultural byproducts and packing the whole set equipments, promote the agricultural industrializing and deep processing of agricultural byproducts industrialization, cultivate the environment of industry cluster, enhance the forming of industry cluster. Form the traditional equipment manufacturing industry cluster; using the industrial cluster model with professionalization, technology, and new style, improves the competitive ability and the whole standard.
