During the period of the Tenth Five-Year Plan for National Economic Development, BenXi branch of CMCC make innovations in mechanism, intensify the ability of management, make continuous progress after the reunite of Tele-communication industry. The scale of the company expanded continuously, and the economic benefits increased step by step. In 2007,based on the "Eleventh Five-Year plan" and the deeply enforcement on "development in the old industrial base of Northern East in china" strategy, BenXi branch come across the key period of development: the reunite of Tele-communication industry, the passport of 3G,the prompt evolution in Network, the complex market environment. So it's urgent to make scientific strategy for development and competition.BenXi branch of CMCC has four chief competitors: China Network Company (BenXi branch), China Unicom (BenXi branch), China Telecom (BenXi branch), China Railway Communication (BenXi branch). In 2006, the total income of BenXi branch exceeded CNC for the first time, and become the header of the Tele-communication industry in BenXi .How to adapt to the environment, take the challenge, make the span from well to excellent is the problem that must be solved.This thesis mainly adopt the Michael E.porter's theory of enterprise strategy localization,and study BenXi branch's inner and outer environment,and give out the strategy and how to achieve it.This thesis contains five parts. The first part-Introduction proposes the problem. The second and third part makes detailed analysis on inner and outer environment of BenXi branch, makes research on our company's manage environment in the following aspects: Macro-economic, industry environment, tele-communication technology and policy. It points out the primary opportunity and challenge. In the forth part, according to the analysis of SWOT, gives some items that should be pay attention during the changing strategic direction in BenXi branch. The fifth part works out the concrete arrangements for the competition of the strategic goal in BenXi branch.
