With the rapid development of the society, people more and more realize the importance of Manpower amongst the four recourses of an organization-Manpower, Financial ability, Resource and information. The people-oriented principle has gradually been understood and accepted by the public. In the knowledge-based economy tide, the enterprise which has a pool of intellectual employees will stand out from it's peers. Now, as the information social has come, with the rapid update of knowledge and techniques, people have already learned that training is no more a privilege or right, but a need. With more importance attached, Training work has experienced a fast development both in theory and practice. One of the most important problem to the organization management of a modern company is the development and management of his human recourse management. The key to a enterprise's operation is how to scientifically and reasonably organize and develop human recourses.Based on the theories of training and field survey of the validity of the staff training system of Yingkou Harbor Group (YHG for short), the author analyses the present situation of the staff training system of YHG.At the same time, the author conforms the old staff training system of YHG, designs the detailed outline of the conformity, and raises the" Five modules" plan, including the training courses, the training plans, the training implementations, the training teachers and the training guarantees modules.The scheme, which is based on vast investation of inner and outsider training conditions and environment of YHG, is very well pointed, practical and feasible.
