| China set'coordinated regional development'and'improving the interactive mechanism coordinated regional development'as main goals in the 11th five-year plan for national economic and social development. And China is about to put forward the division of main function region in accordance with the categories of "optimized development, stressed development, restricted development and prohibited development ". Promoting and achieving the coordinated development of these four major function oriented zone is the fundamental goal to implement the program. We can find that in the main function division,'restriction and prohibition'means the loss of development right in these areas. And their function in the regional or national overall pattern is to serve the ecology better. So, that how to compensate for the loss of development right in these areas and to promote the coordinated regional development has become an urgent problem to solve.Ecological economic assistance is a useful way of ecological compensation for the areas of restricted and prohibited development under the background of main function region. This thesis, through methods of field investigation, typical case study, data analysis and collation, from the background study of implementing ecological economic assistance in main function region zone, first found out the theoretical basis of implementing ecological economic assistance, advanced and demonstrated that developing eco-economic is an inevitable choice for the restricted development area and the prohibited development area. Then this thesis discussed the direction of eco-economic development of the typical region under the condition of fully and rationally developing the eco-economic potential, such as rational utilization of water resources, eco-tourism, under-forest economic, eco-agriculture, etc; and also discussed the eco-economic development model of restricted area and prohibited area, for example, recycling economy, ex-situ development, green economy, etc, so as to provide paradigm for eco-economic assistance. Lastly, this thesis still suggested the way of implementing eco-compensation in the areas with interest loss, including encouraging industrial policies, project compensation, technical support, monopoly of regional speciality, etc; tried to find out possible issues and their solutions while implementing eco-compensation; and discussed the"relating-driving"of regional development in the process of eco-economic assistance. |
