Study On The Improvement Of Enterprise Informatization Performance Appraisal System

With the faster process of globalization, information technology and its application have already penetrated into every filed of economy and society. Enterprise informatization also becomes the focus of domestic corporations. Many corporations have implemented kinds of information systems in succession, like, ERP, CRM, SCM, and carried on informatization knowledge training to the staff in order to enhance their core competitive power and participate in international competition. The corporations want to be able to carry on the full appraisal on the informatization application effect and the changes it brings to. But the major enterprise informatization performance appraisal target systems still focus on financing index appraisal, so as to informatization investment performance cannot be fully evaluated. Then the enterprise also is unable to formulate the corresponding improvement plan to enhance informatization achievements. Thus, at present what enterprises of our country urgently needs is a set of scientific, systematical, standard, and effective enterprise informatization performance appraisal target system.This dissertation was drawn up from the research on informatization knowledge and enterprise performance appraisal theory, in view of which, in foundation of balance score card(BSC) and performance prism, the author integrated stratagem and tactic, long-term and short-term targets, financing and non-financing evaluating methods, inside and outside performance into one model to try to construct a multilayer and multidimensional organizational strategic decision-making supporting enterprise informatization performance appraisal index system based on enterprise level, so as to make enterprise informatization constructing act according to strategic target. By using this informatization appraisal system, enterprises will be able to enhance informatization implement effect, facilitate sustainable development and enhance informatization application level in enterprise.Because of the difference of the industry, the indexes evaluating enterprises vary. This dissertation basing on manufacturing industry, tried to construct five-dimensional index system by integrating BSC with performance prism. Enterprises construct informatization performance appraisal following the steps: identify enterprise interest-relevant sides, establish enterprise strategy, choose index, calculate the weight of each index, collect datum, calculate the final result and evaluate. When choosing accurate indexes, it is better for enterprise according to its characteristic to add and reduce key performance indexes, so as to evaluating more scientifically. This dissertation introduced quantitative index and qualitative index, and the designing of the index took full consideration of the effect after implementing informatization, and quantify the qualitative index to keep quantitative and qualitative index in a same amount level. This dissertation adopted analytic hierarchy process to calculate the weight of each index, so as to reflect the importance of each index scientifically.After constructing the steps of informatization performance appraisal and five dimensional index system, this dissertation analyzed a domestic paper -making corporation, called A corporation, using the steps based on this dissertation, choosing index, collecting datum, calculating and evaluating, to show the application process of this index system, and at the same time, elaborated its deficiency to expound the further research direction hoping to provide the beneficial model to other enterprises establishing the informatization performance appraisal system.
