| With the continuous growth of china's national economy, the power industry has grown very quickly and its basic role becomes more and more dominant. But there're also problems such as peak and vlae difference, low power supply reliability, high energy loss, serious pollution. In this condition, the power systems urgently need for economical and effective, energy saving and environment protection peaking power source. Pumped storage plant as a strong control means of power system, with flexible operation, energy conservation and environmental protection features, to meet requirements of reducing peak and filling valley, frequency modulation, emergency reserve, play an increasingly important role in power network.Through the reorganization of domestic and foreign correlation literature, this paper found that the research on social impact and sustainable development benefits of pumped storage plants is serious lack, which affect the correct understanding to pumped storage plants. Therefore, starting from the comprehensive evaluation of technical and economic theory, this paper discusses comprehensive benefits of pumped storage plants in the new historical period.Based on complete investigation, a technical economic index system for comprehensive evaluating pumped storage plants is established, covering technical, economic, social and sustainable development four aspects. G1 method is used to calculate the whole weight of index system, the Fuzzy Synthesis evaluating method is adopted to evaluate the index system. A combination of the two methods is introduced, then applying it to establish a comprehensive evaluation model of pumped storage power plant.On the basis of index system and evaluation model, this paper makes an empirical research on Tongbai pumped storage plant. The result verifies that the index system proposed in this thesis is scientific and practicable.Proposals on improving benefit of pumped storage plants has a practical significance. |
