A Policy Research On The Development Of International Service Outsourcing Industry In Changzhou

In recent years, the economic and various social undertakings develop fast in China and have made a series of remarkable achievements. While we should clearly recognize that, with the further development of continuous economic and social undertakings, the national economy and the global economy are becoming closer and closer. Some new problems and difficulties are beginning to appear, such as lacking of resource, the available land is not enough and the environmental pollution is increasingly serious. These problems are seriously restricting our economic society to achieve the sustainable and healthy development. As the important city of the south of Jiangsu province area and the"Suzhou-Wuxi-Changzhou"economic circle, Changzhou is also faced with the same challenges and confusions. Under the new situation, how can we break through the disadvantageous restrictions and improve the economic management policies to find the new economic-increasing point? This is the problem which our government especially the economic department should consider urgently. Throughout the trending of international economy, the service outsourcing is developing fast, while after the globe transfer of manufacturing industry in the 20th century. At present, the development of international service outsourcing industry has been written into China "11th Five-Year Plan". Premier Wen Jiabao pointed out that "undertaking international service outsourcing and developing service industry" in the "Government Work Report" during NPC in March 2007. However,service outsourcing is a rising industry in China,which is just the initial stage especially in Changzhou. It is important for government to establish public policy scientifically according to the local economic development to carry out public managing function efficiently.This paper will research and analyze the policies of Changzhou's international service outsourcing industry based on the theories of both public policy and the development of the regional industry economic policy to analyze the detailed industries. Although international service outsourcing industry is a rising industry, the author is trying to combine theory with practice and widen the new development of industry policy with innovative thinking. During the analysis, it mainly uses the methods of literature research, survey research and comparative research. The paper is divided into six parts to analyze the development in economy and social fields in Changzhou now, especially the status, characteristics, problems and shortages of the development of open economy. According to the local situation, it discusses the feasibility of developing the international service outsourcing. As the local economic management department, we should establish the relative promotion policy in carrier construction, financial supporting, human resource training and environmental supporting to promote this industry in Changzhou.
