Changzhou Policy Research For The Development Of Service Outsourcing Industry

Based on Changzhou's characteristics of the reality of industrial development, and the background of building a harmonious society in China, the establishment of friendly and resource saving society, combined with Changzhou's optimizing industrial structure, accelerating the economic growth mode transformation, and factors of production level to enhance the development of regional requirements, this paper analyzed the environment, facilities, policy support system, and platform vector of the development of service outsourcing industry in Changzhou, and proposed the strategy concept of mainly developing software outsourcing and the idea of the formulation of government policies from the administration side。In addition to introduction and conclusion part of this paper, this paper consists four main components:(a) the rise and development of domestic and international service outsourcing industry; (b) the feasibility analysis of developing service outsourcing industry in Changzhou; (c) problems to develop service outsourcing industry Changzhou; (d) the suggestion of the policies to develop service outsourcing industry in Changzhou。The paper first analyzed the motivation of the rise and development of global service outsourcing industry, and the role and characteristics in the global economy, revealed the process of its development and the significance and importance to the socio-economic development of Changzhou. Combined with the development of service outsourcing industry in China's history and the development model and the current status, from the Changzhou local economic base and actual situation, using the Normative analysis and empirical analysis, quantitative and qualitative analysis research method, this paper discussed of the feasibility and the problems to develop service outsourcing industry in Changzhou, and found the advantages, disadvantages, opportunities and challenges to develop service outsourcing industry in Changzhou. Finally, on this basis, this paper proposed the strategy of mainly developing software outsourcing in Changzhou and the polices to support the strategy.
