The Research On International IT Service Outsourcing And China Recipient Policy

It is said that service outsourcing is the"second economic globalization".And it is also a new way of global industry's restructure and transformation.China is the biggest developing country, and is also known as the"World Plant". China is good at visible trade , but is week at service trade. China not only falls behind the developed countries, but also falls behind some developing countries, such as India . As time goes by, China will fall behind in service trade, that isn't fit for the goal of the Chinese economy and trade development. So, recipient international IT service outsourcing and develop service trade is the important way, which make China beome a big and powerful country in economy and trade.The thesis analyzes the international IT service outsourcing of the developed countries and the recipience of the developing countries, such as China, India and Ireland.On outsouring aspect, the thesis analyzes the reason of international IT service outsourcing from theoretical basis, outside and inside aspects. Then we solve an important problem that why does the international IT service outsourcing happen. Meanwhile, we analyze the development situation of the international IT service outsourcing from the demand and the supply sides. The results show that the international IT service outsourcing will develop rapidly in the future because of vigorous demand and supply.On recipience aspect, firstly, the thesis analyzes the effects of China recipient the international IT service outsourcing. We find both the good effects and the bad effects, but the good effects are much more than the bad. Then, we make the model and the living example analysis, the results show that"Recipience may gain much, not recipience may lose much". In order to develop, China has no choice but facing the key question that how to recipient the international IT service outsourcing. So, we have an international comparison on the recipient situation with China, India and Ireland. The results show that China has much weakness and problem in recipience, such as"bad basic circumstances and small IT enterprise".Finally, the thesis give some policies on how to recipient the international IT service outsourcing among three levels, such as Chinese government,industry and enterprise.
