A Study On Supply-Demand Balance For Rural Public Goods

Effective supply of rural public goods is an important foundation of rural area's sustainable development. Supplying rural goods, as an essential function of government, is in an important position under the background of building socialist countryside. The effective supply of rural public goods, which is not only an economic but also a social and political issue, can be directly concern the political and social stability of rural area. For a long time, the China's supply-oriented system for rural public goods has caused much harm to the supply-demand of the rural public goods, such as, inefficiency, subject sole and the supply-demand imbalance. And this imbalance has affected the long-term social and economic development of China's rural area. Exploring and analyzing rural public goods' supply-demand balance development has great practical and theoretical significance both for the improvement of current rural public goods supply-demand and the promotion of the democratic development in primary-level. Based on the previous study, the paper, proceeding from the perspective of the supply -demand balance of rural public goods, further explored its supply system and path of demand exposition and aimed to bring forth an improved path for the supply-demand balance of rural public goods.The paper is composed of six chapters.Chapter I IntroductionThis chapter introduced the significance of the present study and the literature review both at home and abroad.Chapter II Related theories on rural public goods.Proceeding from the analysis of public goods, this chapter discussed the concept of public goods in rural areas, specific characteristics and classification, and analyzed the theoretical basis of rural public goods from the perspectives of perfect theory, second-rate theory and third-rate theory.Chapter III Analysis of changes in New China's supply-demand system for rural public goods.In this chapter, vertically, the supply-demand system changes of rural public goods after the founding of new China are divided into four periods: from the times of people's commune and the household contract responsibility system to the times of before and after the reformation of rural taxes and administrative charges and the current supply and demand of rural public goods; horizontally, the supply-demand system is analyzed in accordance with the decision-making system, the analysis of supply and demand subjects and analyzing structure of financing mode, in which a comparison of supply-demand systems of rural public goods was made between the times of people's commune and after the household contract responsibility system. At last, a "supply-oriental" system for rural public goods in the four periods is summarized after the analysis above.Chapter IV Demand analysis of rural public goodsThis chapter mainly analyzed the needs features of rural public goods and the main channels of needs exposition for them.Chapter V Exploration of the perfect supply path for rural public goodsProceeding from analyzing the efficiency of rural public goods supply, this chapter proposed to rationally program the responsibilities of governments at different levels in supplying rural public goods in current rural areas, bring the government's subject-function in to full play and gradually set up a supply system of multivariate with one body. Secondly, it is advised to settle the peasants' problem of preference revelation in the needs of rural public goods through establishing diverse exposition channels, promote the primary-level democratic undertakings, and improve the decision-making process in supplying rural public goods. At last, it is suggested to accelerate the construction of service-type government, transform the functions of government and take shape a social participant mechanism of rural public service and an effective supervision mechanism.Chapter VI Case analysis of rural public goods' supply -demand balanceIn this chapter, after a data analysis based on the research the author has done in the rural areas of Rongcheng, the measures taken by RongCheng government in the supply and demand of rural public goods, the features indicated by data analysis and some basic experiences have been generalized.The promotion of socialistic new rural construction and the further penetration of reformation of rural taxes and administrative charges put up a catalyst for effective supply-demand of rural public goods, which is can be considered as the premise of the construction of new rural area, and the supply and demand balance or rural public goods is an important objective of new rural area construction. Since the new period construction of the supply- demand balance mechanism for rural public goods will come with the institution innovation in multi-levels, including the construction of primary-level democracy, the transformation of government's function and the effective expression of demands, the realization of supply-demand balance for rural public goods will be a slow process.
