The Thoughts And Measures For Rural Rbanizationin New Period

Rural urbanization is the important component of the national urbanization system . Accelerating the development of rural urbanization is the realistic choice depending on our national conditions of our country,the important route to promote integration of urban and rural areas, and the basic guarantee to solve the problems about farmers and the countrysides.So it has important realistic meanings.Rural urbanization is a comprehensive and systematic course of social transformations,which involves not only the process of population urbanization,but also that of size and space concentration from the countryside to the city and town as well as the change of life style.At present, small town built of village is our countries real choice,scientific plan and reasonable layout of urbanization of village.Formulating the policy is the key of urbanization of village. It's also the aim of urbanization of village that promoting the village's adjustment of industrial structure, improving farmers'quality and changing their life style.Urbanization of village is a necessary path of national economy from traditional to modern.It accords with the Marxist base viewpoints of the society development and the urbanization development law,also accords with our national conditions.For many years, following the scientific development view, insisting on the thoughts of harmonious development between urban and rural areas, and grasping the great historic development opportunities for Binhai New Area. Tanggu District in Tianjin continuingly strengthens comprehensive support to rural areas to speed up the integration of urban and rural areas.Considering the condition of Tanggu District, this article stipulated forth the importance of accelerating the process of integration for rural area, put forward the guidelines, basic disciplines, and tasks for accelerating the process of integration of urban and rural areas, and finally worked out the basic thoughts for the civilization of rural areas.After thorough research, this dissertation brought forward the importance of building satellite city for Tanggu District, analyzed the geographic distribution and the functional orientation of the satellite city, and improved the thoughts of pushing the development of satellite city during the process of rural urbanization. Taking the construction projects in the area of western Tanggu as an example, it introduced the development layout and construction scenario of building satellite city in Tanggu District in detail.It aimed to further acknowledge the process of rural urbanization in Tanggu District and Tianjin Binhai New Area, improve the service functions in Binhai New Area, exert the reform of land use transfer right system, set up the management system of land reallocation of integration of urban and rural areas, improve rural environment and benefit the people's life performance in rural area of Tanggu District, etc.
