Study On Public Participating In Urban Waterfront Land-use Planning In Kaifeng

Along with the urgent demanding of urban economy reforming and the inner city revival,many cities has started an upsurge of urban waterfront project rebuilding and development.Making use of the waterfront for trade and tourism,each city is to emphasize the economic vitality of city heartland,promote the urban economy rebitalizing,or enable the urban environment to be improved using the large-scale waterfront project,so as to reinvent the urban image,improve the resident quality of life. Under this present situation,the development and rebuilding of urban waterfront has become the focal point of society attention.Because of the waterfront's position particularity and its importance in the urban economy revival,the conflicts between the divergent interest groups also appears outstanding in making the urban waterfront land-use planning.How to coordinate the conflicts and establishe the scientific unban waterfront land-use planning so as to make the waterfront ecology,society,and economy harmous,which has becoming an urgent task.From the perspective of public participation,this article takes Kaifeng as the study case.On the basis of introducing the theories of public participating in the city land-use planning and combining the present situation and questions of public participation in the Kaifeng waterfront land-use planning,this article discusses the system frame design of the public participating in the waterfront land-use planning.This article contains six parts:The first part is a general introduction.It elaborated the research background, significance,the domestic and foreign research development as well as the research methods,contents and route the paper used.The second part introduced the theories of public participation,including its connotation,theory foundation and necessity.The third part has studied the principles of the urban waterfront land-use planning, combining its function orientation.The fourth part analyzed the situation and questions of public participating in Kaifeng waterfront land-use planning through questionnaire and interviewing survey. Aiming at the situation and questions of public participating in Kaifeng waterfront land-use planning,the fifth part discussed the system design including the public choosing,participation way,participation stage and content,participation procedures and ensuring measures.The sixth part is a summary of this paper,and point out the weaknesses and questions leaving for further discussing.
