Study On The Industrial Structure's Optimization In Wuhai

The optimization of industrial structure is a primary issue of regional economic development and is happening in the whole process of economic development. Industrial structure relates directly to harmonising development of national economics.It decides and resricts the formation and exertion of economical benefits in the city, besides, it also influences arrangement of city space structure. In the early constructing stage of resource-based city, the city is built as resource base and mineral digging, which lack lasting programming and management for future development. Due to resource limitation and unrebirth characters, more and more resource-based cities come into the age of exploitation mature and resource dry-up as time went by. So the adujstment and optimization of industrial structure have an important practical meaning on economic rapid development in Wuhai that is a resource-based city. Based on industrial structure theory, this paper analyzes and researches profoundly on Wuhai industrial structure from multiangles and different levels. With the combination of qualitative and quantitative analysis, it expounds comprehensively the characters of Wuhai industrial structure by theoritical discussion and empirical dissection.The main contents researched in the paper are selection of regional dominant industries and analysis of the three industry. In selecting regional dominant industries, the paper narrates some standards, which define and select regional dominant industries, such as analysis of main department, Xiaoyuan two standards theory, industry-related standard theory, comparative superiority standard theory and Zhouzhenhua double standards etc. It also points out some problems to which more attention should be paid by Wuhai dominant industries and selecting methods and steps of regional dominant industries. Moreover, the paper analyzes regional superiority degree, productivity increasing index and industry-related index which are belonged to the index system of selecting regional dominant industries, in the last it proposes optimize measures with qualitative analysis.In the researching the three industrial structure, the paper in spects current situation of industrial structure, meanwhile, contrasts and evaluates inner structural benefits of each industrial departments and the competency amony the same industrial branch of the Inner Mongolian Autonomous Region by means of shift-share Method. It especially emphasizes on presenting a systematic and comprehensive analysis of industrial structure, in the same time, finds out many problems existed in the optimization of industuial structure. According to the requirement of industrial structure transformation and clear tecognization of the structure, it puts forward to general thought on how to optimize Wuhai industrial structure. The paper points out implementary measures on each industry's optimization respectively and dissects the dominant industry selecting and policy supporting in Wuhai.
