Engineering Supervision, belonging to the field of Engineering Consulting Industry in foreign Countries, has been widely used as an efficient management method. The investment for construction projects increases gradually in China during recent years. As a result, the quality, schedule and cost of constructions are the determining factors of a project. After 20 years development, Our country Engineering Supervision have some achievements, but the attendant problems are gradually exposed. Firstly, our country's Engineering Supervision is mainly carries on the supervision to the project quality, but is insufficient to supervise the goal of project progress and investment. Secondly, our country's Engineering Supervision China is commissioned by the Government from the understanding has not yet reached the level of voluntary accreditation. Thirdly, because of information asymmetry, the owner not to be high to the overseeing confidence level thus causes the owner to the overseeing authorized insufficiency.In this paper, after the analysis of these issues, we find the root of the problem is that the Principal of the owner and the overseeing unit is lacks the incentive mechanism. As the owners and supervising engineer of information between the asymmetry in the construction process, owners can not fully observed Supervision Engineer efforts. Generally, supervision and encouragement have substitution effects in the Principal theory, so this paper attempts to analyzes the principal of the owner and supervision unit, and introduce incentive mechanism on the basis of owner's supervision .It because the supervision engineers and owners the owners on the same position to monitor the project, thus the general goals can achieve better. The system of incentive mechanisms is including the material incentive, the spirit of motivation and the commissioner of evaluation of the incentive system's effect. A material incentive is primarily on the basis of a stage of the project to determine the progress of the payment of service charges. This paper established an incentive model on the basis of the control of the Earned Value. When this stage's engineering project progress achieves the owner anticipated, the owner wills give the overseeing reward. When this stage's progress has not achieved the owner anticipated, overseeing will obtain the penalty. Spiritual inspired is mainly by improving the working environment of supervision engineers in the construction process. Owner increase the confidence to the Commissioner of engineers, and reduces as far as possible the interference in the contract scope of authority to oversee engineer's to achieve the incentive. Finally this paper establishes a comprehensive evaluation index system of the Construction Supervision of the incentive effects. Wecomprehensive use the application------level analysis and the theory of fuzzy math toestablish a mathematical model. It can evaluate the incentive effects of Engineering Supervision.
