Study On The Urban Land Potential Evaluate System And Related Policies In Xi'an

With the development of social productive force and population growth, especially for the process of urbanization is speeding up in recent years, urban areas are expanding constantly, the areas of arable land are gradually reducing, the scarcity of land resources becomes more and more prominent. During the land usage, a series of problems occur time to time, such as irrational land use structure, low degree of intensive usage, land resource degradation, serious loss of arable land. It has become a very urgent problem that how to make a good use of land especially for urban land. Meanwhile, it has become particularly important to make investigation and research on usage of urban land and understand land usage and operation rules on this basis, find problems of land-use, and mine potential land use.This paper is based on the pilot project of national land resources survey -"Land-use status survey and evaluation of potential in center land of XI' AN CITY", for center land of Xi'an city as research item, and is targeting to promote the intensive use of land &mining potential of land-use. First of all, make theoretical study, analyze the potential status study of domestic& international land-use and land-use potential theoretical basis. Then, make method study and application, that is, make comparative analysis of evaluation method used in other pilot cities, introduce new evaluation method- Weighted Euclidian Minimum Distance Classifision and make improvement on this method in four areas. On the basis of analysis of xi'an city center land-use, land-use structure, strength, & efficiency, use improved method to make potential evaluation on living land, commercial land, industrial land and other land within the scope of study, and on the basis of potential evaluation result, estimate potential value of the and under the premise of planning permission and without changes of land usage. Finally make research on related policies of land-use potential, put forward effective ways and measures to tap the potential and transform. By the potential evaluation & analysis on Xi'an center land-use, this paper aimed to improve the lever of urban land-use management, build a resource-saving & environment-friendly city, provide a useful reference for further research on intensive land-use and policy-making &drawing.
