Environment is the basic foundation for people to live in, and as well as the naturalwealth of the society and vital factor for the forming of productivity. The developmentpace of our humans has repeatedly warned us that we need to leverage the relationsamong environmental protection, economic and social development, Nowadays, theproblem of ecological unbalance has been becoming more and more obvious than everbefore; therefore, the concept of protecting environment and keeping substantialdevelopment have already became one of universal acknowledgements for all humans,for which has also accelerated the appearance of a series new concepts, such asecological economy, green economy and cyclic economy. In particular, the“High-carbon Mode”(featured by the over-consumption of fossil fuels) has resulted inthe international climate change and the shrinkage of natural resources and energy.Basing upon this situation, there are more and more countries and regions are layingmore and more emphasis on the environmental problems and devoting to explore a“Low-carbon Mode” using for dealing with the problems brought by environmental andresource crisis. As some developed countries once severely damaged the environmentduring their development to the industrialization, thus they can deeply comprehend theimportance of “Low-carbon Mode” for the substantial development, especially underthe background of international finical crisis, the “Low-carbon Economy”(featured bylow contamination and emission) has became one of the vital factors which determinesthe transformation and growth of the economy. Currently, our country is in theexploring stage of the low-carbon economy, and we are still facing lots of barriers andobstacles for developing the low-carbon economy. Although our country has formulateda series of positive policies for developing the low-carbon economy and has also paid more attention to the optimization of industrial structure, the adjustment of resourceconfiguration and as well as the international cooperation, however, we are still facinglots of problems. The developed countries have already made attempt in the field oflow-carbon economy long before and have also received the periodical achievements,which have aroused positive influence on strengthening the national competiveness. Inorder to realize the substantial development of our society, economy and environment,we ought to comply with the international development trend and solve the problemsand challenges we face through developing our national low-carbon economy. Thisthesis is trying to deeply research the relevant theories of the low-carbon economy andmake a tentative analysis through positive and negative aspects of developing ournational low-carbon economy on the basis of our actual national situation. By takingadvantage of the successful experience accumulated by foreign developed countries, weought to continuously complete our low-carbon economy development system tillfinally realizing our economic transformation to the low-carbon mode.
