Study On Energy-saving And Pollution-reducing Based On Sustainable Development In Jilin Province

Energy excessive consumption makes our country and many other countries face the situations of energy shorting and energy depletion. So the world is paying attention to the energy issue at present. However, the energy question of China has become the focus of global attention. According to related media report, at present, China has replaced Germany as the third largest economy of the world. The annual growth of energy consumption in China has reached 10 percent in the past five years. This growth rate approaches the level of economic growth. According to this inference, certain years later, China will need more energy. But the energy type of China is quite unitary now. The coal occupies quite majority of the energy. Its proportion probably occupies 69 percent of the total energy consumption. Some experts have predicted that China will soon become the world's largest emitter of carbon dioxide. So energy-saving and pollution-reducing have become the common concern of the society: The government has proposed the specific objectives of the energy-saving and pollution-reducing in the eleventh five-year planning of our country; academics discuss the development model of the energy-saving and pollution-reducing, and put forward the development proposals.This paper based on the Resources and Environmental Economics, Regional Economics and System Science, and adopted comprehensive analysis analog, gray analysis and scenario analysis methods. The paper handed the data about the energy and gross regional production from 1978 to now to discuss and study the energy-saving and pollution-reducing in Jilin Province.In addition to the introduction,the first chapter which is about the basic concepts and relative literature at home and abroad,the article can be divided into three main parts: The first part is about the research of energy-economic-environment system, and elaborated the mutual relationships of the three systems.The second part, introduce the overall progress of energy-saving and pollution-reducing in Jilin Province. The current situation of energy-saving and pollution-reducing in Jilin Province is analyzed in this part. Especially, the high energy consuming industries are given preliminary understanding. The industries include steel industry, petroleum chemical industry, construction materials industry, electricity industry, non-ferrous metal smelting industry, and so on.In the third part, we analyzed the sustainability of the energy efficiency and emission reduction in Jilin Province, including the grey correlation analysis about the energy, environment and economic development and the scenario analysis of energy consumption. Then we received the qualitative and quantitative conclusions. For example, we can know that the economic growth is dependent on the electricity; the influence of the investment on environmental pollution caused by energy consumption is very large; in the eleventh five-year planning of Jilin Province, the goal that reducing 30% energy consumption of the annual GDP is reasonable and realizable as long as we try our best to achieve it. Additionally, we analyzed the specific questions which Jilin Province was facing, and then proposed related measures. Four major problems are summarized and five solution measures are proposed in this part.
