The purpose of this study is an analysis and a contribution of china's economic reform policy. The best way to understand the success of China's economic policy is to read by Chinese history, Chinese culture and leaders since the founding of the People's Republic of China to 1978. Many changes took place in China. So the Chinese economic development process passed through different steps: rise, fall and rise again. When the People's Republic of China was founded it was a State of poverty and blankness after being ravaged by a long period of war and internal strife. The first thing to do was to curb hyper inflation and restart production. During the Mao era, the Chinese economy achieved some success. The 7-8 percent average annual growth over the 40 year post-war period suggests a "new rising power", more than the feudal Cold war adversary commonly envisioned in the United States. Inflation remained low over the three decades to 1978, budget deficits were small, and external imbalances were minor.So since 1978 many changes took place in China: in the Chinese economic policy the increasing economic growth, the income distribution in internal plan contributed to fall down the poverty. In external way, with the out door economic policy China became more and more an emerging country regarding by developed countries as an unbalancing power.The Chinese economic ascension is a peaceful ascension, it is real, it is an ascension process but it will avoid all antagonist attitude or all hegemonic ambitions. The aim of this study is to explain and understand better the Chinese economic reform policy process and its success. How it can serve as a model for developing countries such as Africa.China's legitimacy to Africa strengthened by its assistance to Africa during liberation struggles. In a context of strategic relinquishment of Africa, China realized a spectacular rising on the continent offering alternatives to development, all going at the end of logic to challenge the principles of cooperation which attracted it more critical.The particularity of China's African policy lies on "it sincerity and its nature of no "exploitation".Finally, Chinese government has created its proper model of development. China develops so a capability to give the right direction to African political and economic reform system It is generally admitted as of a model of modernization, more sensitive to African needs than western partners".
