A Study On The Reform And Development Of Inter-county Economy In The Period Of Rconomic Transition In China

Inter-county economy is an administrative regional economy formed through distributing economic resources when an administrative county or a similar administrative area (but not including downtown administrative districts in some larger cities) is taken as the fundamental spatial area. So far, almost all published papers studied the development of inter-county economy of China under the currently-given national development strategy of Chinese national economy and its supporting economic systems and all the economic arrangements to the inter-county economies in the currently-given national development strategy of Chinese national economy and its supporting economic systems have been taken for granted in those papers and not been doubted. Therefore almost all theoretical analyses and policies suggested in those papers can only be adopted in the reform and development of inter-county economy in our country with limited effects. In this work, I have studied the rationality of all the economic arrangements to the inter-county economies in the currently-given national development strategy of Chinese national economy and its supporting economic systems at first form analyzing the non-coincidence between the ideal status and the realized status of inter-county economy in the whole national economy of China; and then, I have suggested that exogenous environments of the reform and development of inter-county economies in China should be better modified and all the unreasonable restraints should be moved; lastly, I have put forward to my solutions of deepening the reform of the economic system and its rules inside or outside inter-county economy and improving the development of inter-county-economy in China. Logically, the theoretical conclusions and suggested policies in my work should be more reasonable and suitable to the practice of the reform and development of inter-county economy in our country.In the first Chapter of my work, as an introduction, the researching background of my selected topic has been explained and the aims for my whole study have been sat up. Especially some important concepts which would be used in my studies, such as inter-county economy, economic development and economic reform or transfer, have been given out by detecting their different meaning in different works. Through these I have established my studying angle and altitude and also have brought forward my studying content framework.In second Chapter and third Chapter, I have specially focused my study on the problems of the status of inter-county economy in the Chinese national economy. By setting up the basic concept status or position and distinguishing the dual character of position in Chapter 2, I have found that the standard methods to analyze the status of inter-county economy is to seek to prove the compatibility of ideal position and realized position of inter-county economy in a country. In Chapter 2, the determinants and their working mechanism of the ideal position and realized position of inter-county economy in a country have been also discussed. Chapter 3 is guided by the theoritical norm built in chapter 2.In Chapter 3, a serials of analyzing models have been built up to study the ideal position and realized position of inter-county economy in a Chinese national economy. By the empirical analysis, a conclusion has been drawn: the ideal position and realized position of inter-county economy in a Chinese national economy are not in their correct places, this means, the Government and the whole society in our country has pain less attention to the development of inter-county economy and the inter-county economies as a whole have been given less economic resources and industrial activities.The developing recordings and the encountering problems of inter-county economies as a whole have been analyzed in the fourth and fifth Chapter. In Chapter 4, the increase of whole inter-county economy in our country is proved by using an analysis model of convergence to be much lower than other administrative regional economies in China because of the disadvantageous economic arrangements to the inter-county economies under the currently-given national development strategy of Chinese national economy and its supporting economic systems and therefore the economic structure of inter-county economy has been improved slowly and the increase of income and welfare of the citizens in counties is troubled by the problems existing in Chinese agriculture,farmers and countryside and the problems brought by public debts in counties. Further, in Chapter 5 the inner problems and restrictive factors of inter-country economy, such as small participants of economic activities, unable governments and harder systems in counties, have been analyzed under the currently-given national development strategy of Chinese national economy and its supporting economic systems. From these researches a conclusion can be drawn: without changing the economic arrangements to the inter-county economies in the currently-given national development strategy of Chinese national economy and its supporting economic systems, the space of future reform and development of inter-county economy would be still very limited.The sixth and seventh Chapter of my research are about the countermeasures of the reform and development of inter-county economy in China. In Chapter 6, after reconsidering the erroneous problems existing in the currently-given national development strategy of Chinese national economy and its supporting economic systems, I have recommended the bold tentative plans about the reform of utter economic systems of inter-county economy, that is, "the central Government gives more development rights for counties to strengthen inter-county economy" and about the reform of inner economic systems of inter-county economy, that is," Government of county take more responsibilities for the development of inter-county economy in a county". An optimum development strategy, the unbalance development strategy of inter-county economy, has been suggested in Chapter 7,based on the bold tentative plans mentioned above. Of course the suggested plans of reform and recommended strategy have been discussed in detail in these two Chapters.So, my general conclusion in this work is: in the process of economic transferring of Chinese national economy, the inter-county economies can and should do a lot and better for their reforms and development, if the proposed changes happen in the currently-given national development strategy of Chinese national economy and its supporting economic systems. This accords with fundamental interests of China as the largest developing country in the world.
