As a way of world-wide theme leisure tourism, winter tourism has become a major part in the tourism industry. Although it got off to a late start in China, winter tourism has shown a vast range of prospects. With new winter tourism destinations appearing tourism competition is becoming more and more fierce. Although it was the first province to carry out winter tourism, Heilongjiang is faced with new challenges that its share in winter tourism market is becoming smaller and smaller. Based on the facts above, the article will study Heilongjiang winter tourism competitiveness and its enhancing strategies.The article analyzes tourism competitiveness from the following aspects: conception system, present situation of winter tourism at home or abroad, analysis of Heilongjiang winter tourism competitiveness and its enhancing strategies. And assessment models and the index system are initiative works and also valuable for Heilongjiang winter tourism.The author puts forward that the main factors that influence tourism competitiveness are the component elements of tourism system and their relation. They are also the key index for tourism assessment. Winter tourism in China has become resource competition, but not product competition. At the same time we should keep a clear head that although it has competitiveness in resource and industry, Heilongjiang has fallen behind in developing winter tourism products. And it also has a crisis in industry management and developing strategies. So we should develop the advantage of industrial cluster of winter tourism and strengthen the international cooperation in management and administration and skiing games, etc.
