In recent years, the concept of "winter tourism" appears by the development of the tourism market and the changes of tourists' consumer conception. From the statistical data in the Xiecheng Tour Internet,wo can find that the number of people who booked the winter tourism products increases 85% than the same time last year from the end of November in 2003. Because of the success of the winter tourism in Hilongjiang and Hainan, and the trend of winter tourism development in China, so more and more places began to develop winter tourism and promote the whole development of tourism and the improvement of economical benefit.Tibet, as the third pole in the world, and an important region of winter tourism development in China, which promotes the whole tourism development in Tibet. Lasa City is the tourism head and organization center in Tibet, and the tourism center city of Qinghai-Tibet plateau and transportation staple center. It is not only having the very high enjoyable value, but also even have the special history culture, the folk romantic feeling value. Although the Qinghai-Tibet railway and Linzhi airport opening, the richness tourism resources and reasonable development of tourism products promote the development of winter tourism, there are still being some problems during the tourism development. Such as the haploid tourist mode (sightseeing), the shortage of scientific plans, and the few tourists, which appear the main reason is the problems of winter tourism products development. So we can avoid unbalance development and realize the sustainable development of tourist industry as long as to develop tourism productst that good and attractived.This paper makes a description on the whole situation of winter tourism development and discusses about the winter tourism products. Through the reviewing of the domestic and international related materials and also having an on-the-spot investigation of Lhasa tour, I summarize the main influence factor, and then give a literal analysis. On the basis of these analysises, this paper refers to some whole strategies and countermeasure.
