Government is the implementation of the state's power and the executive management of state affairs and organizational system. Modern management science, the four organizations need to do a good job of resources: human resources, economic resources, material resources and information resources, including human resources are the most important resource. China's administrative departments and the traditional selection method is the product of the planned economic system, in the guiding ideology-political, ideological and heavy, heavy qualifications, the quality of light, the light capacity, performance light, light reality, often do not reflect the true assessment of the quality and capability, and assessment methods arbitrariness too easily abused and breed corruption. Therefore, the optimization of human resources management is to improve the effectiveness of the key countries. Modern talent evaluation methods, its guiding ideology is to quality, competence and performance of the test. Focus on the real test of leadership and management capacity, the actual performance and experience, mental aptitude, vocational orientation quality. These factors reflect a person's overall quality of key indicators, to identify the main indicator of quality talents. Generally speaking, the human resource optimization on one of two aspects, namely, structural and personnel quality. And the quality of personnel evaluation is an important content, it relates to the selection, education and the scientific nature of the employment. The quality of personnel assessment is the application of advanced scientific methods, the level of knowledge of various categories of personnel, work skills, personality characteristics and development potential, such as the measurement and evaluation of human resources management activities. It adopted a series of technical means to carry out the basic objective measurement of the quality of, and in accordance with the positions and characteristics of a comprehensive understanding and evaluation for the recruitment, selection, training personnel to provide various kinds of information.In this thesis, the quality of personnel evaluation will be independent of the executive position in the development of human resources and management of a tool based on the quality of personnel evaluation applied to the optimization of the human resources of the Spring Festival, that is the starting point optimization, process optimization and results of optimization, hope that through evaluation of the quality of personnel and administrative human resources optimization of the relationship between the two and to explore the role of both in the form of government departments to achieve the purpose of improving administrative efficiency. At the same time, the quality of personnel evaluation upgraded to a strategic level. That the quality of personnel evaluation and optimization of staff, is the cycle, dynamic operation. Both are to enhance the efficiency of administrative departments for the purpose of, and give full play to the functions of the key factors. It should be said that this unique from the perspective of the construction of China's human resources optimization model, the government of our country as well as the development of human resources personnel evaluation technology for the further development of a strong reference. In this thesis, optimization theory, and human nature assumption that the quality of personnel appraisal theory and the theory and technology, the use of qualitative and quantitative, as well as theoretical and empirical analysis of induction and deduction method, the quality of personnel evaluation from the perspective of the administrative building of human resources optimization model.
