| The two problems of imbalance and insufficient development are not isolated,but unified.They are mutually reinforcing,unbalance will affect inadequate,while inadequate will also restrict imbalance.The synergetic development of regional economy,in theory,is the analysis of the two problems under the same framework.In practice,it can also become a new solution to the problem of imbalance and insufficiency.This topic originates from the observation and reflection on the insufficient unbalanced development of the Pearl River Delta and its surrounding areas,especially the three pairs of contradictions faced by the Pearl River Delta in the process of its deep development.The contradiction between the strong agglomeration effect and the weak radiation effect in the Pearl River Delta region;the active promotion of the Pan-Pearl River Cooperation strategy and the embarrassing dilemma of its development;the rich economic benefits of participating in the international division of labor and the insufficient knowledge spillover in the Pearl River Delta region.These three pairs of contradictions mean that the three forces of market,government and globalization have failed to solve the imbalance and insufficient development of the Pearl River Delta and its surrounding areas.These problems point to the synergetic development of regional economy,the radiation effect depends on the division of labor system,the content of regional cooperation is the division of labor system,knowledge spillover is based on the division of labor system,and the division of labor system is the material basis of regional synergetic development.The theoretical discussion on the synergetic development of regional economy is helpful not only to guide the the practice of construction of the Great Bay Area of Guangdong,Hong Kong,and Macao and even China's transformation and upgrading,but also to guide the practice of development of underdeveloped areas and the building a well-off society in an all-round way.This paper makes a comprehensive study on theory and application.In general,this paper carries out theoretical and empirical test,and takes "Lingnan-Beibu Gulf " area as the breakthrough point to explore the path of synergetic development of regional economy mainly adopts the logical main line of "what is synergy","why synergy","what conditions will synergy happen",and "how to control synergy",and following the research ideas of "the concept","the measurement","the influencing mechanism","the triggering mechanism ","the movement mechanism",and "the control principle".In the part of theoretical research,the logical main line of "conceptual analysis and quantitative discussion","mechanism modeling and verification","explanation of control principle" is adopted.Including:(1)clarifing the connotation of the synergetic development of regional economy,the relationship with other related concepts,slso exploring quantitative methods.On the basis of grasping the relevant literature of the synergetic development of regional economy,using the methods of exegetics and logic,we can deeply excavate the focal points in the context of regional synergetic,regional coordination,regional integration,regional convergence and regional cooperation,and comparing the similarities and differences between different concepts from different dimensions,in order to accurately grasp the connotation of regional coordinated development,and then elaborate the dynamic model of regional synergetic development from the principle of spatial economic self-organization,and then constructing the measurement method of regional synergetic development based on Haken model.(2)Constructing the mechanism model of regional economic synergistic development and verify it.Based on the self-organization theory of spatial economy,this paper uses the framework of new classical economics and the method of hyper-marginal analysis to model,explains the economic effects,initial conditions and path dependence characteristics of regional economic synergistic development from the perspective of influence,trigger,and motion mechanism,and validates the theoretical framework by means of econometric analysis tools,and probes into regional economic synergy based on inter-provincial data.The relationship between development and transaction efficiency,industrial competitive advantage,the relationship between synergetic development of regional economy and many problems of economic structure in the new normal state,and the adverse effects of path dependence on synergetic development of regional economy.(3)Discussing the control principle of the synergetic development of regional economy,elaborating the role and behavior space of the government,analyzing the path of the synergetic development of regional economy,and demonstrating the regulation mode and the regulation object.In the applied research part,the logic main line of "current situation analysis","problem exploration","policy research" is adopted.Including:(1)combing the current situation of inadequate development imbalance in Lingnan-Beibu Gulf region.This paper defines the concept and location characteristics of Lingnan-Beibu Gulf region,describes its development basis and current situation,summarizes its characteristics of economic synergy development in static distribution,dynamic spread and ownership differences,and studies the optimal circle of regional government cooperation.(2)To analyze the inadequate development of Lingnan-Beibu Gulf region.This paper expounded the relationship between the failure of synergy effect in Lingnan-Beibu Gulf region and its development bottleneck,analysed the characteristics of the imbalance of division system in Lingnan-Beibu Gulf region and the failure of double synergy effect at home and abroad,and explained that the essence of the dilemma of synergy development lies in the dominant principle of the order parameters of the current division system and the "lock-in" effect,at the same time,whether synergy effect has been produced in the im Empirical test was carried out.(3)Considering the strategies and Countermeasures to promote the synergetic economic development of Lingnan-Beibu Gulf region,analyzing the path of the synergetic development of Lingnan-Beibu Gulf region,then put reconstruction.The main conclusions are as follows:(1)The synergtic development of regional economy is conducive to optimizing the proportion of state-owned property rights,higher input of technological factors in the production function,resolving excess capacity,reducing dependence on foreign markets and alleviating the gap between rich and poor.All kinds of structural problems under the new normal state can be attributed to the failure of synergistic effect.Due to the failure of the internal division of labor system and the outflow of production factors in the central and Western regions,local government officials can only encourage state-owned enterprises to invest in industries to stimulate the economy under the assessment system linked with political promotion and economic development,while the external division of labor system,which relies too much on international markets and resources,is of poor nature,and the flow of material,energy and information is not free.As a result,the three mechanisms of specialization competion and knowledge spillover fail,which are ultimately manifested in the insufficient evolutionary function.These two aspects lead to many structural problems,such as ownership,factor allocation,industrial,demand,and income structure and so on.Therefore,the synergetic development of regional economy is an important way to solve the structural problems of the new normal.(2)The initial condition for the synergetic development of regional economy is high enough transaction efficiency and Coupled industrial competitive advantage.Only when the transaction efficiency is high enough,can the marginal benefit of division of labor and specialization be greater than the marginal cost,and can the division of labor and specialization be realized.In addition,the industrial competitive advantages of different regions should be coupled with each other,which means that industries in different regions can form a broad and close complementary pattern of advantages.Only when the two conditions are available at the same time,can the division of labor system covering the whole region be established without other order parameters,thus forming a synergetic development of regional economy.(3)The regional economic system shows the characteristics of path dependence in the process of operation.Once the subsystems(sub-regions)are excluded by the division of labor system,it will be difficult to integrate them in the future.The operation and development of regional economic system is highly autocorrelation,and the development of the next period will be carried out on the basis of this period.As far as the division system is concerned,once the division system is constructed,the development of the division system is highly dependent on the historical benchmark and constantly strengthened.In the development of regional economy,the initial conditions play an unimaginable role.To rebuild the new division of labor system,it is difficult to achieve without the intervention of government forces.(4)The synergetic development of Lingnan-Beibu Gulf region must be regulated by the central and local governments at all levels.On the one hand,regional synergetic development has the characteristics of path dependence,and it is in the dilemma of dual regional coordination.It is difficult to adjust spontaneously only by market forces,which is the basic basis for the government to participate in the regulation.On the other hand,the Lingnan-Beibu Gulf region is facing the trap of low value-added division of labor and the curse of cheap labor resources.This particularity aggravates the cost of restructuring the division of labor system,and more needs the intervention of the government.(5)The synergetic economic development of Lingnan-Beibu Gulf region can be divided into internal and external parts: the internal part is to change the initial conditions of regional synergetic development,including improving transaction efficiency and cultivating Coupled industrial competitive advantages,so that the internal division of labor system can be built;the external part is to adjust the pattern of opening up,break the "lock-in" effect of path dependence,maintain the internal division of labor system,and ensure that the internal division of labor system is well maintained.The order parameters of the new division system can be formed.Internal and external part-time repairs provide material conditions and institutional guarantee for the coordinated development of Lingnan-Beibu Gulf region.The innovations of this paper lie in:(1)Constructing the mechanism model of the synergetic development of regional economy.The model analysis and empirical research on the mechanism of regional synergetic development are the blank areas and weak links in the existing research.Based on the self-organization theory of spatial economy,this paper uses the framework of new classical economics and the method of ultra-marginal analysis to analyze the influence,triggering,and movement mechanism of regional economic synergetic development,which is beneficial to the research field of regional synergetic development.Further maturation and specification of domains.(2)Innovating the measurement method of regional economic synergistic development.Based on Synergetics theory,Haken model expression,zero constant term setting,damp coefficient symbol and size,motion equation structure are adjusted and modified to make the model develop from thermodynamic system to regional economic system.At the same time,index construction is carried out,which can identify the five dimensions of scale,proportion,intensity,quality,and density,respectively.The characteristics of regional synergetic development have promoted the diversification of empirical analysis and follow-up research in the field of regional synergetic development to a certain extent.(3)Enriching the research perspective.The two problems of regional economic synergistic development and insufficient imbalance are studied in a framework.The main thread of the current economic situation is grasped by analyzing the impact mechanism and transmission path of regional synergistic development.It is not only conducive to enhancing the importance of the theoretical and practical subjects to the coordinated development of the region,but also to expanding the field of disciplines to a certain extent and enriching the theoretical tools and contents of disciplines.(4)Supplementing the theory of division of labor and specialization.Domestic synergy and opening-up usually have a gap that is difficult to bridge.Generally,they will not be discussed together.Based on the analysis framework of unbalanced division of labor system,this paper explores the relationship between domestic synergy and opening-up,which is a supplement to the theory of division of labor and specialization.(5)Developing the gradient theory.The traditional gradient theory emphasizes the market operation and the unidirectional flow of factors.This paper actively explores the strategy of "gradient docking".It affirms the self-organizing force of the market while playing the role of other organizational forces of the government.It also advocates the two-way blending of factors while facing the transition from high gradient to low gradient.This may be a development of the gradient theory.(6)Discriminating and analyzing the relevant concepts.This paper explores the connotation of the coordinated development of regional economy,comprehensively uses exegetics and logic methods,tries to clarify its relationship with regional coordination,regional convergence,regional cooperation,regional integration and other
