Urban agglomeration is a high-level product of regional economic integration development,and an inevitable outcome of the new stage of industrialization and new urbanization in China.On February 10,2017,the “Development Plan of the Beibu Gulf Urban Agglomeration” issued by the State Council targeted the Beibu Gulf agglomeration to be oriented to ASEAN and serve Gulf City groups in the southwest,south central and south China,and proposed to create “one bay with two axes and one core”.The development framework of the two poles is planned to complete the urban construction in 2020.Zhanjiang is located in the center of the Beibu Gulf City Cluster and is a land-based transportation fortress linking Guangxi and Hainan.At the same time,Zhanjiang is a growth city in the center of the urban agglomeration development plan,and it is shouldering the influence of radiation to drive the surrounding areas to promote the overall development of the urban agglomeration.Under the guidance of the urban agglomeration development plan,how Zhanjiang should adjust its own development and actively construct a central city in Beibu Gulf is not clear.Based on this,under the guidance of theories of national competitive advantage theory and growth pole theory,this study uses empirical analysis methods,literature research methods,and other methods to build a city competitiveness evaluation model and index system,and adopts an entropy TOPSIS model for Beibu Gulf.An empirical analysis of the competitiveness of urban agglomerations and cities reflects the overall development of Zhanjiang in terms of economy,society,opening to the outside world,science and education,and the environment,and proposes Zhanjiang's proposals for building a central city in the Beibu Gulf,combining the successful experience of domestic and foreign central cities.The main research contents and conclusions are as follows:(1)Carding the results of research on central cities provides theoretical support for this research.Based on existing theories,the concept of urban agglomerations,central cities,and urban competitiveness are redefined.(2)To explore the practical basis and strategic significance of Zhanjiang's construction of the central city of Beibu Gulf,and to point out that Zhanjiang has the scale of development for the construction of central cities of the city group.It is an objective requirement for the development of Beibu Gulf City Group,and it is of great significance for the rapid development of Zhanjiang.(3)Entropy TOPSIS model was used to evaluate the competitiveness of Beibu Gulf cities.Through comparative analysis with other cities' competitiveness,it was concluded that Zhanjiang's construction of Beibu Gulf's central city is economically,socially,opening to the outside world,science and education,and urban environmental competitiveness.The deficiencies in the aspect,namely: the economic aggregate is small,the social development needs to be improved,the degree of opening to the outside world is low,and the development of science and technology education lacks advantages,and the urban environment is relatively poor.(4)Summing up the experience of the construction of central cities along the Pacific coast of the Pacific Ocean,the urban clusters of the Atlantic coasts of the Northeastern United States,and the Yangtze River Delta cities in China provide a useful reference for the construction of the central city of Beibu Gulf in Zhanjiang.(5)Based on the results of Zhanjiang's urban competitiveness analysis,combined with the experience of the construction of central cities at home and abroad,put forward suggestions for building a central city in Beibu Gulf,including macroeconomic countermeasures for economy,society,openness,science and education,and the environment,as well as concrete proposals at the micro level.
