Although the state through the series of guiding document called for the strengthening of the system of land acquisition compensation and resettlement of perfect, the protection of the interests of landless farmers, but local governments in the formulation, implementation document when local interests and often because there is a departure from the Central Policy and Game, due to the incomplete legal system, in the process of land acquisition compensation and resettlement policy in the blind spot and documents contradict the implementation of the phenomenon.
